This content is stipulated in Circular 28/2019/TT-BLDTBXH issued by the Ministry of Labour - Invalids and Social Affairs providing guidance on organizing the Action Month for Children.

To be specific, Circular 28/2019/TT-BLDTBXH stipulates that the People's Committees of communes are responsible for sending the report on the results of the Month of Action for Children to the People's Committees of districts before July 10 each year.
The People's Committees of districts send the report on the results of the Month of Action for Children to the People's Committees of provinces before July 20 each year.
The People's Committees of provinces, ministries and central authorities, and related organizations send the report on the results of the Month of Action for Children to the Ministry of Labor - Invalids and Social Affairs before July 31 each year.
Note: The report on the results of the Month of Action for Children should follow the appendix issued with this Circular.
Additionally, Circular 28 stipulates that funding for organizing the Month of Action for Children should be arranged within the regular expenditure estimates of agencies and units according to the current state budget allocation; support from organizations and individuals domestically and internationally; and other legal revenues as prescribed by law.
