The Ministry of Natural Resources and Environment of Vietnam issued Circular 31/2017/TT-BTNMT on September 27, 2017, specifying the Kq coefficient corresponding to the flow rate of the receiving water source.

Circular 31 stipulates the Kq coefficient corresponding to the flow rate of rivers, streams, ravines, creeks, canals, and ditches in Vietnam as follows:

Where:

- Q is calculated based on the average flow rate of the wastewater receiving source during the 03 driest months over 03 consecutive years (data from the Hydrometeorology Agency).
