Decree 21/2007/ND-CP regulates the establishment of Phan Rang - Thap Cham city in Ninh Thuan province based on the entirety of the natural area, population, and subordinate administrative units of the district-level town of Phan Rang - Thap Cham in Vietnam. To be specific:
- Phan Rang - Thap Cham city has an area of 7,937.56 hectares, a population of 162,941 people, with 15 subordinate administrative units, including the wards: Do Vinh, Bao An, Phuoc My, Phu Ha, Dai Son, Thanh Son, Tan Tai, My Huong, Kinh Dinh, Dao Long, My Dong, Dong Hai, and the communes: Thanh Hai, Van Hai, My Hai.
- The administrative boundaries of Phan Rang - Thap Cham city: to the East borders the East Sea; to the West borders Ninh Son district, Bac Ai district; to the South borders Ninh Phuoc district; to the North borders Ninh Hai district, Ninh Thuan province.
- Ninh Thuan province has 6 district-level administrative units, including the districts: Ninh Son, Bac Ai, Ninh Hai, Ninh Phuoc, Thuan Bac, and the city of Phan Rang - Thap Cham.
