The Chairman of the People's Committee has the authority to sanction violations within the scope of local management as follows:

1. The Chairman of the People's Committee at the commune level with a sea area has the authority to:

- Issue warnings;- Impose fines up to 5,000,000 VND;- Confiscate administrative violation exhibits and means with a value not exceeding 5,000,000 VND;- Apply measures for remedying consequences.

2. The Chairman of the People's Committee at the district level with a sea area has the authority to:

- Issue warnings;- Impose fines up to 50,000,000 VND;- Revoke licenses, practice certificates temporarily or suspend activities temporarily;- Confiscate administrative violation exhibits and means with a value not exceeding 50,000,000 VND;- Apply measures for remedying consequences.

3. The Chairman of the People's Committee at the provincial level with a sea area has the authority to:

- Issue warnings;- Impose fines up to 1,000,000,000 VND;- Revoke licenses, practice certificates temporarily or suspend activities temporarily;- Confiscate administrative violation exhibits and means;- Apply measures for remedying consequences.
