Individuals and organizations signing contracts to perform tasks as specified in Article 1 of Decree 68/2000/ND-CP and stipulated in Clause 1 Article 3 of Decree 161/2018/ND-CP will be adjusted according to labor, civil, and commercial laws and will not be included in the staffing targets, number of employees, and salary funds of the agencies, organizations, or units utilizing such individuals.

Accordingly, these tasks will be contracted under one of the following forms: Economic contracts, labor contracts, property leasing contracts, service contracts. The signing, execution, modification, termination, liquidation, and dispute resolution will be carried out in accordance with the corresponding laws for the aforementioned types of contracts.
