Technical requirements for application software of the National Land Information System in Vietnam

Land data is digital land information, including spatial data, attribute data, and unstructured land data. The application software of the National Land Information System in Vietnam must meet the technical requirements specified in Articles 13 to 16 of Circular 09/2024/TT-BTNMT as follows:

(1) General Technical Requirements for Software

The application software of the National Land Information System must meet the following general technical requirements:

- Comply with technical standards for IT application in government agencies.- Align with the National Digital Architecture Framework.

- Support Internet communication protocols, specifically IPv6 (Internet Protocol Version 6).

- Support cloud computing deployment.

(2) Requirements for Technical Solutions, Deployment Scale, and Software Performance

The application software of the National Land Information System must meet the following requirements regarding technical solutions, deployment scale, and performance:

- Requirements for technical solutions:

+ Compatible with IT infrastructure;

+ Supported and committed by organizations providing application development platforms and services;

+ Satisfactory solutions for data access and distribution services;

+ Satisfactory solutions for data sharing and integration.

- Requirements for deployment scale:

+ Deployable on a national scale;

+ Serve various user groups in managing, operating, updating, and exploiting the national land database.

- Performance requirements:

+ Meet processing time requirements;

+ Handle simultaneous user access to the system.

(3) Software Functionality Requirements

The application software of the National Land Information System must meet the following functionality requirements:

- Requirements for system and database management functions:

+ Manage, monitor, grant accounts, and authorize user groups; backup and restore data; manage and statistic system access, land information exploitation by users;

+ Manage and monitor connection, integration, and sharing of the national land database with other national databases and information systems;

+ Meet requirements for designing the content and structure of the national land database;

+ Facilitate the exchange and inheritance of local land database construction results.

- Requirements for central data management, operation, updating, and exploitation:

+ Automate and manage workflow according to land administrative procedures;

+ Manage, operate, update, and exploit land data managed by the central government;

+ Consolidate and support decision-making from the central land database.

- Requirements for local land data operational functions:

+ Automate business processes and workflows according to local land administrative procedures;

+ Manage, operate, update, and exploit local land databases;

+ Meet local land management operational requirements;

+ Consolidate and support decision-making from the local land database;

+ Integrate and synchronize local land data with the national land database.

- Requirements for land data exchange and sharing functions:

+ Integrated connection and data sharing with the National Public Service Portal and the Ministry of Natural Resources and Environment's administrative procedure resolution system;

+ Integrated connection and data sharing with provincial administrative procedure resolution systems;

+ Integrated connection and data sharing with tax authorities;

+ Integrated connection and data sharing with national residential databases;

+ Integrated connection and data sharing with national law document databases;

+ Integrated connection and data sharing with inspection and national databases on citizens’ complaints, petitions, and feedbacks;

+ Enable local data sharing and procedural submissions to the national land database;

+ Connect and share land data with other national databases and databases of other Ministries and sectors.

- User support functionality requirements:

+ Record user feedback and provide online assistance through the software;

+ Automatically update technical patches.

(4) Information Security Requirements

The application software of the National Land Information System must meet information security requirements in authentication; access control; system logging; application and source code security; communication security; and backup protocols.
