Technical Regulations on Outdoor Advertising Media

Circular 04/2018/TT-BXD on National Technical Regulations on the Construction and Installation of Outdoor Advertising Media was issued on May 20, 2018. Notably, the Regulations issued along with this Circular provide specific technical requirements for outdoor advertising media. To be specific:

1. Structure

- The structure of outdoor advertising vehicles must be calculated and designed according to the most adverse factors impacting them, in accordance with the natural data regulations in QCVN 02:2009/BXD and the selected technical standards.

- The foundation, frame structure, and exterior of outdoor advertising vehicles must ensure safety, durability, and meet usage requirements; they must be stable throughout the construction and operational usage period.

- The structure of outdoor advertising vehicles must be maintained, serviced, and repaired following the current construction law regulations.

2. Materials

- The materials used to manufacture outdoor advertising vehicles must meet the technical requirements and lifespan of each advertising vehicle.

- The materials used to manufacture outdoor advertising vehicles must ensure they do not deform naturally over time and due to adverse environmental impacts; All visible surfaces and edges of outdoor advertising vehicles must be made of materials that are less prone to corrosion and not affected by mutual corrosion among any surrounding components.

- Coatings, printing inks, decorations, and adhesives on the surface of outdoor advertising vehicles must be safe and non-toxic to the surrounding environment; must be used appropriately for the materials as guided on the product packaging.

- In the case that outdoor advertising vehicles are made of materials with different coefficients of thermal expansion, calculations must be made to leave appropriate expansion gaps between the non-homogeneous components.

- Materials of outdoor advertising vehicles must be regularly inspected to promptly maintain, service, repair, or replace them.

3. Lighting – Power Supply – Lightning Protection

- Lighting for outdoor advertising vehicles must be appropriate to the area being illuminated, ensuring safety, fire and explosion prevention, and must not affect traffic and other urban activities.

- The lighting devices for outdoor advertising vehicles must use high-efficiency, energy-saving, safe-to-manage, and operate devices;- The lighting devices for outdoor advertising vehicles must be highly durable and stable; use sensors or technical measures to minimize light pollution; use shields and caps to prevent short circuits and fires;- The lighting devices for outdoor advertising vehicles must be regularly inspected to promptly repair or replace them.

- The lighting power system for outdoor advertising vehicles must have a separate power source and protective circuit breakers.

- The power supply system must have an insulating sheath to avoid short circuits and electric shocks from the power wires, within the technical connection box due to weather effects;- The connections of the internal lighting system must meet insulation requirements, minimizing the thermal effect from lighting lamps igniting and spreading to adjacent components;- The lighting power system for outdoor advertising vehicles must be regularly inspected to promptly repair or replace it.

- Outdoor advertising vehicles must have a lightning protection system in accordance with the selected technical standards.

- The calculation of the lighting power supply and lightning protection system for outdoor advertising vehicles must follow the regulations in QCVN 12:2014/BXD and correctly select the protection level of circuit breakers and conductor cross-sections to avoid overload incidents.

4. Fire Safety

- The construction and installation of outdoor advertising vehicles must comply with current fire prevention, fire fighting, and rescue regulations.

- Outdoor advertising vehicles attached to the exterior of construction works must meet electrical safety regulations; structure and building material safety; must not affect, obscure, or obstruct emergency exits and rescue operations.
