Regarding this matter, LawNet would like to answer as follows:

On March 31, 2024, the Minister of Transport issued Circular 07/2024/TT-BGTVT on National technical regulations for headlamps of road motor vehicles.

1. Technical regulations for moped headlamps in Vietnam

Moped headlamps considered qualified upon inspection must satisfy the following:

(1) Structural requirements: The structure of the lamp being inspected must meet the regulations at point 1 of one of Appendices A to L of QCVN 35:2024/BGTVT.

(2) Optical characteristic requirements

- The optical characteristics of the lamp being inspected must meet the regulations at point 2 of one of Appendices A to L of QCVN 35:2024/BGTVT.

- For independent lamps as specified at point 1.3.3, the optical characteristics of the low beam must meet the regulations at point 2.2 of one of Appendices A to L of QCVN 35:2024/BGTVT, and the optical characteristics of the high beam must meet the regulations at point 2.3 of one of Appendices A to H of QCVN 35:2024/BGTVT.

- For lamps tested according to the regulations at point 2 of one of Appendices A to H (except Appendix H type A) of QCVN 35:2024/BGTVT, additional testing of the stability of the optical characteristics of the lamp during operation must be conducted according to the regulations at Appendix M of QCVN 35:2024/BGTVT.

(3) Requirements for light color: The light color of the lamp being inspected must meet the regulations at point 3 of one of Appendices A to L of QCVN 35:2024/BGTVT.

2. Technical regulations for motorcycle headlamps in Vietnam

Motorcycle headlamps considered qualified upon inspection must satisfy the following:

(1) Structural requirements: The structure of the lamp being inspected must meet the regulations at point 1 of one of Appendices A to H of QCVN 35:2024/BGTVT.

(2) Optical characteristic requirements

- The optical characteristics of the lamp being inspected must meet the regulations at point 2 of one of Appendices A to H of QCVN 35:2024/BGTVT.

- For independent lamps as specified at point 1.3.3, the optical characteristics of the low beam must meet the regulations at point 2.2 of one of Appendices A to H of QCVN 35:2024/BGTVT, and the optical characteristics of the high beam must meet the regulations at point 2.3 of one of Appendices A to H of QCVN 35:2024/BGTVT.

(3) Requirements for light color: The light color of the lamp being inspected must meet the regulations at point 3 of one of Appendices A to H of QCVN 35:2024/BGTVT.

(4) Requirements for stability of optical characteristics of the lamp during operation: The stability of the optical characteristics of the lamp during operation must meet the regulations at Appendix M of QCVN 35:2024/BGTVT.

3. Technical regulations for automobile headlamps in Vietnam

Automobile headlamps considered qualified upon inspection must satisfy the following:

(1) Structural requirements: The structure of the lamp being inspected must meet the regulations at point 1 of one of Appendices C to G of QCVN 35:2024/BGTVT.

(2) Optical characteristic requirements

- The optical characteristics of the lamp being inspected must meet the regulations at point 2 of one of Appendices C to G of QCVN 35:2024/BGTVT.

- For independent lamps as specified at point 1.3.3, the optical characteristics of the low beam must meet the regulations at point 2.2 of one of Appendices C to G of QCVN 35:2024/BGTVT, and the optical characteristics of the high beam must meet the regulations at point 2.3 of one of Appendices C to G of QCVN 35:2024/BGTVT.

(3) Requirements for light color: The light color of the lamp being inspected must meet the regulations at point 3 of one of Appendices C to G of QCVN 35:2024/BGTVT.

(4) Requirements for stability of optical characteristics of the lamp during operation

The stability of the optical characteristics of the lamp during operation must meet the regulations at Appendix M of QCVN 35:2024/BGTVT.
