Recently, the Minister of Public Security issued Circular 41/2020/TT-BCA stipulating the inspection of wastewater.
At present, the inspection of wastewater must be conducted according to the inspection methods stipulated in Circular 41/2020/TT-BCA or current national technical standards for wastewater. In case the inspection methods for wastewater stipulated in this Circular are amended, supplemented, or replaced by new methods (according to national standards or regulations), the new methods shall apply.
Technical competence conditions of wastewater inspection officers (illustration)
This Circular prescribes that from June 24, 2020, wastewater inspection officers must meet the following technical competence conditions:
- Officers responsible for collecting wastewater samples must be trained and certified in wastewater sampling techniques by the Environmental Police Department or an entity authorized for training in wastewater sampling techniques.
- Officers responsible for field measurement and wastewater sample inspection must hold a university degree or higher in one of the following fields: chemistry, environment, biology, geology, oceanography, physics, pharmacy, soil science, forestry, fisheries, and must have been trained and certified in field measurement and wastewater sample inspection.
Circular 41 specifies that wastewater environment parameters requiring inspection are the environment parameters prescribed in the current environmental technical regulation (QCVN-MT/QCVN) for wastewater. The wastewater environment parameters for sampling are those that need inspection and are inspected through laboratory analysis methods.
