Circular 25/2020/TT-BQP stipulates that based on the annual plan for the development of TCVN/QS, the Department of Standards, Metrology, and Quality takes the lead, in cooperation with relevant agencies and units responsible for developing TCVN/QS, to set up plans and organize the legal and technical review of TCVN/QS with technical content and criteria based on research results, testing, and evaluation. They also assess the compliance with essential and fundamental technical criteria under actual conditions to affirm the feasibility and advancement of TCVN/QS. The contents of the legal and technical review include:

- Developing a program and preparing review documents;- Preparing the necessary conditions for the review process;- Conducting inspections and testing of technical criteria;- Agreeing upon and approving the legal and technical review results;- Finalizing the legal and technical review documents.

Furthermore, Circular 25/2020/TT-BQP also stipulates that the legal and technical review council for TCVN/QS consists of: the Chairman of the Council, the Vice Chairman of the Council, the Secretary of the Council, the Head of the Technical Sub-Committee, council members representing the Measurement-Quality institutions, technical institutions conducting the inspection and testing of technical criteria, related agencies and units, and experts (if any).

- The Council establishes a Technical Sub-Committee to assist the Council.- The Council operates on a collective principle, votes by majority, and must have at least two-thirds (2/3) of the Council members participating.

Note: The legal and technical review is conducted after the Drafting Committee completes the development of TCVN/QS and receives approval from the agency or unit responsible for developing TCVN/QS. The legal and technical review results form the basis for the Drafting Committee and the responsible agency or unit to finalize TCVN/QS.
