Technical and Quality Requirements for the Construction of Storm and Flood Shelters

Recently, the Ministry of Construction has issued Circular 16/2014/TT-BXD providing guidelines for the implementation of Decision 48/2014/QD-TTg on policies to support poor households in the construction of storm and flood resistant housing in the Central region.

Circular 16/2014/TT-BXD stipulates technical and quality requirements for constructing storm and flood sheltering houses in the Central region as follows:

The Provincial People's Committee directs the relevant agencies to research and design a minimum of 03 typical models of storm and flood sheltering houses, suitable to the customs and practices of each locality (including costing estimates and primary material forecasts). The design models must meet the minimum criteria for area and quality as prescribed, ensuring storm and flood resistance, and have a reasonable height such that the space below the flood-proof floor can be utilized under normal conditions. Localities shall introduce these design models for the people to refer to and choose. Respect the preferences of the people, and do not mandate that households construct storm and flood sheltering houses according to the model designs. Depending on specific conditions, people can build based on experience and tradition, fitting the economic and living conditions of their families, but must meet the minimum criteria for area and quality as prescribed and ensure storm and flood resistance. In addition to the model designs, localities shall provide specific guidance for cases of renovation and adding floors to create storm and flood sheltering platforms.

Storm and flood sheltering houses or renovated/additional floors for storm and flood sheltering platforms must ensure to have platforms higher than the highest flood level at the construction site; a minimum usable floor area of 10 m2; main structures such as foundations, frames, floors, and roofs equivalent to the structure of permanently built houses (houses with component structures: foundations made of reinforced concrete, brick/stone; columns, walls made of reinforced concrete, brick/stone, sturdy iron/steel/wood; floors made of reinforced concrete/sturdy wood. Houses in flood-prone areas also affected by storms should have roofs made of reinforced concrete or high-quality roofing materials ensuring storm resistance).
