TEACHER SALARY TABLES AT ALL LEVELS FOR 2020 (TENTATIVE)
Law on Education 2019 officially takes effect from July 1, 2020. Notably, the Law stipulates that the educational standards for teachers at various levels have been raised compared to Law on Education 2005.
To be specific, according to the provisions of the Law on Education 2019, from July 1, 2020, elementary and secondary school teachers are required to have a bachelor's degree in education or higher. For elementary and secondary school teachers who do not have a university degree, including those who graduated from colleges but have a degree stating "bachelor," they still need to further their studies to meet the new university standard as prescribed in Article 72 of the Law on Education 2019.
The upgrade of the educational standards for elementary and secondary school teachers will be executed according to a specific roadmap. The Ministry of Education and Training (MoET) will direct the cessation of enrollment in teacher training programs at the intermediate and college levels for elementary school teachers immediately after the Law on Education 2019 is passed and takes effect. No new elementary school teachers with intermediate or college-level teacher training will be recruited. At the same time, supplementary training will be organized in a linked manner so that graduates will have a bachelor's degree in elementary education. - Mr. Hoang Duc Minh, Director General of the Department of Teachers and Educational Personnel Management (MoET) stated.
Mr. Minh also added that for teachers with intermediate or college-level education who have less than five years before retirement, the Ministry will direct local authorities to coordinate with teacher training institutions to design regular training courses to enhance teaching capabilities to meet the requirements of innovation. For teachers who have more than five years before retirement, the Ministry will direct education universities to closely coordinate with local authorities to develop roadmaps and training plans to upgrade their educational standards linked with training for the new curriculum. The training will be rolled out across different grades with flexible, appropriate, effective, and practical methods, without pursuing achievements or focusing mainly on acquiring degrees.
Alongside raising the educational standards, the MoET will also establish regulations to ensure teachers' benefits and introduce implementation plans tailored to each group and region. To be specific, according to Article 73 of the Law on Education 2019, the MoET has stipulated the policies for teachers when they pursue further education as follows:
Article 73. Training and Retraining of Teachers
1. The State has policies for training and retraining to improve the political, professional, and occupational levels of teachers; teachers sent for training and retraining are entitled to salary and allowances as prescribed by the Government of Vietnam.
2. Educational institutions are responsible for facilitating teachers to achieve the required standards as prescribed by law.
Thus, for teachers currently teaching at public educational institutions who do not meet the new standards stipulated in the Law on Education 2019, when they further their studies to meet the requirements (College, University), they will still be entitled to salary and allowances. Additionally, educational institutions are responsible for creating conditions for teachers to be trained and retrained to meet the standards.
