Tasks of Expenditures for the Climate Change and Green Growth Component

expenditures to implement the climate change component and the green growth component must meet the following tasks:

1. Climate Change Component

- Update the climate change and sea level rise scenarios for Vietnam;- Update the action plan to respond to climate change; develop the implementation plan for the Paris Agreement on climate change; assess the climate of 63 provinces and centrally-run cities;- Review and update the planning for exploration, use, and protection of water resources; land use planning; irrigation planning; transportation; construction in the direction of adaptation to climate change;- National climate assessment;- Update the national action plan to respond to climate change;- Develop a database system on climate change in Vietnam;- Develop materials, disseminate knowledge and skills to enhance community responsibility on: adaptation to climate change, greenhouse gas emission reduction; opportunities of climate change; Paris Agreement, opportunities and challenges for Vietnam;- Develop a community livelihood development model for the Red River Delta region in adaptation to climate change, efficient use of water resources;- Implement several mandatory policy actions on greenhouse gas emission reduction and climate change adaptation;- Manage, monitor, and evaluate the implementation of the Program.

2. Green Growth Component

- Three policy actions are commitments of the Ministry of Planning and Investment to the donors;- Calculate the Marginal Abatement Cost Curve (MACC) model, local-level monitoring and evaluation system, and develop green growth action plans for approximately 15 provinces;- Capacity building training, data collection from localities;- Training, communication for the private sector, commercial banks;- Develop green growth action plans to implement nationally determined contributions - NDC (for ministries that do not yet have them); monitoring and evaluation system; baseline; training...
