Tasks for Responding to Inland Waterway Disasters

Response to inland waterway natural disasters includes necessary, prompt, and appropriate measures to rescue people, vehicles, properties, materials, and protect the environment in the disaster-affected area to minimize the consequences caused by the disaster to the lowest level possible.

According to the provisions of Circular 12/2018/TT-BGTVT, based on forecasts, warnings, disaster risk levels, disaster developments, directives of the Command Committee for Disaster Prevention and Search and Rescue at the ministry, central, and local levels, agencies and units managing and performing tasks in disaster prevention for inland waterway transportation, within the scope of their assigned duties and powers, are responsible for:

- Broadcasting disaster warnings, issuing emergency mobilization decisions, deciding on emergency measures for disaster response;- Ensuring uninterrupted communication in areas affected by disasters;- Promptly organizing the deployment of forces and means for disaster response;- Immediately organizing the search and rescue of victims, evacuating people from dangerous areas, salvaging, rescuing equipment, and protecting the property of the State, collectives, and people;

- Organizing the implementation of measures to protect inland waterway infrastructure works; rescuing equipment and structures for disaster prevention that are malfunctioning or at risk of causing disasters.

Immediately after the storm weakens (winds below level 5), the agencies and units stipulated in Clause 1, Article 5 of Circular 12/2018/TT-BGTVT must cooperate with units and enterprises to promptly carry out the following tasks:

- Organizing the inspection of the technical condition of inland waterway infrastructure; immediately implementing temporary recovery measures for the signaling system, routes, important works damaged by disasters;- Adjusting tilted or fallen signal poles and signs, and floating buoys that have drifted due to the disaster, re-deploying signaling buoys that were retrieved before the disaster, in accordance with regulations on water levels and hydrographic conditions on the routes;- Guiding staff in the inland waterway sector and the public to carry out environmental sanitation and prevent diseases in disaster-affected areas.

This content is specifically stipulated in Article 14 of Circular 12/2018/TT-BGTVT, which came into effect on May 15, 2018.
