The Government issued Resolution 168/NQ-CP in 2023 on the National Strategy for preventing and combating corruption and misconduct until 2030.
The National Strategy for preventing and combating corruption and corruption until 2030 sets out the following tasks and solutions:
1. Improve policies and laws in the fields of socio-economic management and prevention and combat of corruption and misconduct
- Review, amend, supplement, and improve laws on socio-economic management and prevention and combat of corruption and misconduct in the state and non-state sectors, focusing on areas that are prone to corruption and misconduct, such as: staff organization; financial management; budget; public assets; management of state capital invested in enterprises; investment, construction, bidding, auction; land, natural resources, minerals; credit; banking; taxes, customs, and other fields directly related to people and businesses;
- Improve the law on promulgating policies and laws. Enhance publicity, transparency, and accountability in the process of promulgating, amending, supplementing, revoking, suspending, extending, abolishing, and organizing the implementation of administrative decisions;
- Thoroughly overcome limitations and inadequacies in management mechanisms, policies, and laws discovered through inspection, examination, auditing, investigation, prosecution, trial, and judgment enforcement; clearly stipulate the responsibilities of agencies, organizations, units, and leaders in organizing and implementing;
- Review and specify regulations on the responsibilities of heads of all levels, branches and heads of agencies, organizations, and units in implementing measures to prevent and combat corruption and misconduct in localities, ministries, branches, fields, agencies, organizations, and units under their management and responsibility.
2. Consolidate the state apparatus, perfect the public service regime, build a team of officials, civil servants, and public employees with integrity; improve law enforcement efficiency
- Review and streamline the state administrative apparatus at all levels; promote decentralization; specify specific, clear, and scientific regulations on the functions, tasks, and powers of each level of management to ensure transparency and high responsibility, with an effective inspection, examination, and supervision mechanism;
- Build a team of cadres, civil servants, and public employees who are professional, disciplined, and have integrity, with sufficient capacity, qualifications, and ethical qualities to meet task requirements;
- Implement mechanisms to encourage and protect officials who are dynamic, innovative, creative, dare to think, dare to do, dare to make breakthroughs, and dare to take responsibility for the common good; rectify and immediately overcome the manifestations of pushing, avoiding, working in moderation, fearing mistakes, and not daring to do things among a section of officials and party members, especially leaders and managers at all levels;
- Improve the effectiveness of law enforcement associated with strict control of state power, control of conflicts of interest, and control of assets and income of people with positions and powers; promote the responsibility of leaders in preventing and combating corruption and misconduct;
- Innovate salary policies for civil servants and public employees; public service regime, ensuring that officials, civil servants, and public employees have reasonable income, a stable life, and peace of mind at work; Strengthen control over the implementation of regimes, norms, and standards in the activities of agencies, organizations, and units that use the state budget;
- Strengthen inspection, supervision, and strict handling of violators in the performance of duties, public duties, and ethical lifestyle of civil servants and public employees. Resolutely remove from the state apparatus cadres, civil servants, and public employees who have degraded in political ideology, ethics, and lifestyle and have not fulfilled their public duties;
- Promote administrative reform, focusing on administrative procedure reform; Build and effectively operate e-Government and digital government systems; Strengthen the application of science, engineering, and technology in state governance and socio-economic management in the direction of openness, transparency, friendliness, ease of access, and ease of implementation, creating favorable conditions for businesses and people to contribute to improving management efficiency; enhance national financial transparency and non-cash payments;
- Promote openness and transparency in the activities of agencies, organizations, and units according to the provisions of the law, especially in areas prone to corruption and misconduct, creating favorable conditions for organizations and individuals to participate in the decision-making process and supervise the activities of state administrative agencies.
3. Strengthen inspection, supervision, inspection, auditing, investigation, prosecution, adjudication, and judgment enforcement
- Continue to strengthen the organizational structure, functions, tasks, powers,

- Strengthen the accountability regime and promote the prevention and combat of corruption and misconduct in agencies and units with the function of preventing and combating corruption and misconduct, especially specialized agencies and units;
- Promote training and fostering to improve professional qualifications, expertise, political bravery, ethical qualities, and lifestyle for staff working to prevent and combat corruption and misconduct; have a reasonable remuneration policy to ensure that those working to prevent and combat corruption and misconduct can feel secure in their work and steadfast in performing their tasks;
- Implement regulations to ensure the thorough recovery and confiscation of assets appropriated or lost due to corruption and misconduct; Build and effectively exploit the national database on controlling assets and income of people with positions of power; promptly detect, prevent, and handle acts of corruption and acts of dissipation of assets;
- Implement digital transformation and promote the application of information technology and digital technology in inspection, supervision, inspection, auditing, investigation, prosecution, trial, and judgment enforcement activities;
- Strengthen coordination between inspection, supervision, inspection, auditing, investigation, prosecution, adjudication, and judgment enforcement agencies in preventing, detecting, and handling corruption, misconduct, and asset recovery.
4. Raise awareness and promote the role and responsibility of society in preventing and combating corruption and misconduct
- Innovate and improve the effectiveness of methods of propaganda, dissemination, and education of laws on preventing and combating corruption and misconduct; Introducing anti-corruption and negative content into education, training, and fostering programs; creating conditions for the People to actively and proactively participate in the work of preventing and combating corruption and misconduct in order to gradually build and form a culture of integrity in society;
- Provide timely and accurate information about the prevention and fight against corruption and negative cases, especially cases of public interest, to press agencies to propagate the results of preventing and combating corruption and misconduct; discover and replicate positive factors, advanced examples, initiatives, and good practices in preventing and combating corruption and misconduct;
- Strengthen the role and responsibility of social supervision and criticism of the Vietnam Fatherland Front and its member organizations, social organizations, socio-professional organizations, business associations, professional associations, and the press in the process of developing and implementing policies and laws on preventing and combating corruption and misconduct; propagate, disseminate, and educate the law; mobilize members, union members, and people to implement policies and laws on preventing and combating corruption and misconduct;
- Clearly define the responsibilities of agencies, organizations, units, and heads in receiving, processing, and resolving feedback, reports, and denunciations on corrupt and negative acts, and the work of preventing and combating corruption and negative acts; Reward and protect those who report, report, and denounce corrupt and negative acts, and strictly handle individuals who intentionally report, report, or denounce false information to slander, cause trouble, and affect political security, social order, and safety, the interests of the State, and the legitimate rights and interests of groups and individuals;
- Encourage and support businesses and the business community to build and implement a culture of integrity in business and closely coordinate with competent state agencies in preventing, detecting, and promptly handling corrupt and negative acts, especially in the non-state sector, and acts of harassment and bribery of officials, civil servants, and public employees.
5. Actively participate and improve the effectiveness of international cooperation on anti-corruption; fully implement the rights and obligations of member countries of the United Nations Convention against Corruption
- Strengthen and improve the effectiveness of international cooperation in preventing and combating corruption, especially in coordination, information sharing, and the implementation of preventive measures to recover dispersed assets or arrest corrupt criminals fleeing abroad; Sign new international treaties, international agreements, or participate in other relevant international cooperation frameworks to meet Vietnam's practical requirements in preventing and combating corruption, absorbing international experience in judicial proceedings, and providing mutual legal assistance to meet the requirements in resolving corruption cases and cases involving foreign elements;
- Improve the effectiveness of implementing the United Nations Convention against Corruption and Vietnam's participation in cooperative activities within the framework of the United Nations Convention against Corruption in a positive, proactive, substantive, and effective direction, meeting Vietnam's practical requirements in preventing and combating corruption;
- Promote technical cooperation, training, and fostering of officials on anti-corruption with partners and international organizations; research and selectively absorb international experience in preventing and combating corruption in accordance with Vietnam's reality.
