The Vietnam Social Insurance Inspectorate is an agency under the Vietnam Social Insurance, responsible for advising and assisting the Director-General of the Vietnam Social Insurance in managing the inspection, examination, citizen reception, complaint resolution, denunciation handling, prevention, and combating of corruption and negative acts within its jurisdiction. It carries out specialized inspection tasks related to social insurance, unemployment insurance, and health insurance as prescribed by the Social Insurance Law and other relevant legislation. It also handles citizen reception, complaint resolution, denunciation handling, prevention, and combating of corruption and negative acts, as well as examining the implementation of social insurance policies, unemployment insurance benefits, and health insurance regulations.
The Vietnam Social Insurance Inspectorate is under the direction and administration of the Director-General and is subject to the guidance on inspection work by the Government Inspectorate.
The Vietnam Social Insurance Inspectorate has its own seal and bank account as prescribed by law.
(1) Advising and assisting the Director-General:
- Managing, directing, inspecting, urging, and guiding the inspection, examination, citizen reception, complaint resolution, denunciation handling, prevention, and combating of corruption and negative acts throughout the sector;
- Developing and issuing inspection and examination plans for the Vietnam Social Insurance sector;
- Developing programs and plans for anti-corruption and anti-negative acts within the Vietnam Social Insurance sector;
- Proposing competent authorities to draft, amend, and supplement legal documents related to the implementation of tasks within the Vietnam Social Insurance sector;
- Proposing coordination in inspection, examination, citizen reception, complaint resolution, denunciation handling, prevention, and combating of corruption and negative acts with relevant agencies;
- Recommending competent state authorities to handle legal violations in the field of social insurance, unemployment insurance, and health insurance discovered through inspection, examination, citizen reception, complaint resolution, denunciation handling, prevention, and combating of corruption and negative acts;
- Directing, guiding, and urging the Vietnam Social Insurance of provinces and centrally-run cities (hereinafter referred to as provincial social insurance) to impose administrative fines for administrative violations discovered through inspections.
(2) Organizing inspection activities:
- Specialized inspection of social insurance, unemployment insurance, and health insurance as prescribed by law;
- Inspecting other cases assigned by the Director-General;
- Re-inspecting cases that have been concluded by the provincial social insurance director but show signs of legal violations;
- Guiding provincial social insurance in drafting inspection plans for synthesis and submission to the Director-General of the Vietnam Social Insurance; organizing the implementation of inspection plans of the Vietnam Social Insurance; monitoring, urging, and inspecting the implementation of inspection plans of provincial social insurance;
- Monitoring inspection activities; monitoring, urging, and inspecting the implementation of conclusions and recommendations of the Vietnam Social Insurance Inspectorate; making decisions on inspections by the Director-General;
- Verifying the accuracy and legality of inspection conclusions by the provincial social insurance director and making decisions on inspections by the provincial social insurance director when necessary, regarding cases concluded by the Vietnam Social Insurance Inspectorate;
- Imposing administrative penalties; proposing competent authorities to handle violations related to social insurance, unemployment insurance, and health insurance as prescribed by law;
- Handling overlapping and duplicate activities in inspection according to regulations.
(3) Organizing examination activities:
- Examining the collection, contribution, settlement, and payment of social insurance;
- Examining the collection, contribution, and payment of unemployment insurance;
- Examining the collection, contribution, and implementation of health insurance medical examinations and treatments;
- Examining the issuance and management of social insurance books and health insurance cards;
- Examining compliance with the laws and regulations of Vietnam Social Insurance in carrying out the assigned tasks and responsibilities of civil servants, public employees, and workers throughout the sector;
- Handling overlapping and duplicate contents in the examination activities of the Vietnam Social Insurance sector according to regulations;
- Monitoring, urging the implementation of examination conclusions by organizations and individuals within and outside the sector.

(4) Organizing the implementation of asset and income control:
- Receiving, managing, updating asset and income declarations, and processing information on asset and income control provided by the Organizational Department within the Vietnam Social Insurance's management scope;
- Conducting verification of assets, income, and making recommendations for handling violations of asset and income control regulations;
- Developing, managing, exploiting, and protecting the database on asset and income control within the management scope of the Vietnam Social Insurance.
(5) Regularly meeting with citizens at the Vietnam Social Insurance's citizen reception location; meeting with leaders of the sector on a scheduled or ad hoc basis; handling applications, resolving complaints, and denunciations in accordance with the law.
(6) Implementing tasks and powers in the work of preventing and combating corruption and negative acts as prescribed by law.
(7) Compiling and reporting the results of inspection work, examination, citizen reception, complaint resolution, denunciation handling, and prevention and combating of corruption and negative acts according to the regulations and management requirements.
(8) Taking the lead in applying information technology to income information collection and processing according to inspection and examination procedures. Being responsible for data in the business software of the management unit.
(9) Carrying out tasks such as scientific research; administrative reform; emulation and reward; applying a quality management system according to national standards; disseminating policies and laws on social insurance, unemployment insurance, and health insurance; international cooperation; applying information technology and digital transformation; and training and capacity building according to assigned functions and tasks.
(10) Taking the lead and coordinating with units under Vietnam Social Insurance in implementing tasks related to inspection work, examination, citizen reception, complaint resolution, denunciation handling, and prevention and combating of corruption and negative acts.
(11) Implementing the information, statistics, planning, synthesis, reporting, document management, and archiving according to regulations.
(12) Managing civil servants, officials, employees, and assets of the unit according to regulations.
(13) Carrying out other tasks assigned by the Director-General and other tasks and powers in the inspection activities as prescribed by law.
