Tasks and powers of the Steering Committee for Natural Disaster Management and Search and Rescue in Aviation of Vietnam (Internet image)
On May 4, 2024, the Civil Aviation Administration of Vietnam issued Decision 991/QD-CHK on the establishment of the Steering Committee for Natural Disaster Management and Search and Rescue in Aviation.
The Steering Committee for Natural Disaster Management and Search and Rescue in Aviation (hereafter referred to as the Steering Committee) is an organization that assists the Director of the Civil Aviation Administration of Vietnam in directing and organizing the implementation of natural disaster management and search and rescue work in civil aviation.
The Steering Committee has the following tasks and powers:
- Assisting the Director in directing and organizing the work of natural disaster management and search and rescue in the civil aviation sector according to the assigned plans and tasks.
- Receiving and processing information on natural disaster management and search and rescue in civil aviation; participating in relevant activities of the Steering Committee for Natural Disaster Management and Search and Rescue in Aviation under the Ministry of Transport.
- Directing the forces of natural disaster management and search and rescue in the civil aviation sector to implement timely measures in the event of a disaster, incident, or emergency; compiling reports on damage and proposing measures to address the consequences caused by natural disasters or incidents for approval by competent authorities.
- Organizing the annual planning of natural disaster management and search and rescue work, developing operational procedures, coordination regulations, and contracts of the Steering Committee with relevant ministries, sectors, local authorities, units, and organizations involved in natural disaster management and search and rescue in the civil aviation sector for approval by competent authorities.
- Directing the related agencies and units in the sector to develop plans for training, education, capacity building, and the and the development of personnel, equipment, and materials to carry out natural disaster management and search and rescue work according to assigned tasks. Managing materials and equipment assigned in accordance with regulations.
- Organizing exercises, dissemination, propaganda, and education on awareness and responsibility for officials, public servants, employees, and workers to carry out natural disaster management and search and rescue work in civil aviation effectively; commending or recommending commendation by competent authorities for organizations and individuals with outstanding achievements; and disciplinary action for organizations and individuals who fail to fulfill their responsibilities in natural disaster management and search and rescue work in civil aviation.
- Periodically summarizing the work of natural disaster management and search and rescue in civil aviation. Conducting inspections and rectifying coordination and contractual work on natural disaster management and search and rescue in civil aviation and reporting to competent authorities as prescribed.
- Preparing the annual budget for the activities of the Steering Committee according to prescribed procedures for approval and implementation.
- Carrying out other assigned tasks as directed by the Director of the Civil Aviation Administration of Vietnam.
- The Steering Committee works on a part-time basis and uses the seal of the Civil Aviation Administration of Vietnam when performing its tasks.
- The Flight Operation Management Department is the permanent office of the Steering Committee for aviation search and rescue work.
- The Airport and Port Management Department is the permanent office of the Steering Committee for natural disaster management work.
- The Head of the Command is responsible for assigning specific tasks to members and developing the Operational Regulations of the Steering Committee.
