Tasks and powers of the Head and Deputy Head of the Steering Committee for Administrative Reform of the Government of Vietnam (Internet image) 

On April 2, 2024, the Steering Committee for Administrative Reform of the Government issued Decision 48/QD-BCDCHC on the Regulations on the Operation of the Steering Committee for Administrative Reform of the Government of Vietnam.

Tasks and powers of the Head of the Steering Committee for Administrative Reform of the Government of Vietnam

- Leading, directing, and managing all activities of the Steering Committee; assigning specific tasks to each member of the Steering Committee; convening and presiding over regular, ad-hoc, and conference meetings of the Steering Committee.

- Directing the organization of working groups, urging ministries, sectors, and localities to implement tasks and administrative reform solutions.

- Authorizing the Deputy Head of the Committee to handle tasks within their jurisdiction when necessary.

- Making decisions on issues within the scope, functions, tasks, and powers of the Steering Committee.

Tasks and powers of the Deputy Head of the Steering Committee for Administrative Reform of the Government of Vietnam 

(1) Deputy Prime Minister:

- Assisting the Head of the Steering Committee in directly directing and coordinating the activities of the Steering Committee; acting on behalf of the Head of the Steering Committee to chair and coordinate the general activities of the Steering Committee in the absence of the Head or when authorized by the Head of the Steering Committee; chairing meetings of the Steering Committee under the delegation of the Head of the Steering Committee.

(2) Minister of Home Affairs:

- Assisting the Head of the Steering Committee in coordinating the activities of the Steering Committee; reviewing and resolving regular tasks of the Steering Committee; acting on behalf of the Head of the Steering Committee to chair and coordinate the general activities of the Steering Committee when authorized by the Head of the Steering Committee.

- Organizing working groups, urging ministries, sectors, and localities to promote administrative reform; evaluating and reporting to the Head of the Steering Committee on the coordination among ministries, sectors, provincial People's Committees, centrally-run cities, and relevant agencies and organizations in implementing the administrative reform tasks of the Government.

- Establishing subcommittees or task groups to assist the Steering Committee in implementing the program and plan for administrative reform as required.

- Advising and assisting the Head of the Steering Committee in measures to strengthen the reform of the administrative apparatus, reform of the working regime, and reform of salary policies for officials and public employees.

- Directly directing the activities of the Office of the Steering Committee.

(3) In addition to the specific tasks mentioned above, the Deputy Heads of the Committee are also responsible for assisting the Head of the Steering Committee in:

- Providing advice to the Head of the Steering Committee to propose important orientations, policies, initiatives, and solutions to enhance administrative reform work and recommending directions and measures to address issues related to administrative reform work.

- Urging ministries, sectors, and localities to implement programs, plans, tasks, and solutions for administrative reform according to the comprehensive program for state administrative reform, documents, programs, plans, and projects issued by the Government and the Prime Minister; requiring ministries, sectors, and localities to implement the information reporting regime to serve the activities of the Steering Committee.

- Performing other tasks as assigned by the Head of the Steering Committee.

Working principles of the Steering Committee for Administrative Reform of the Government of Vietnam

- The Steering Committee works based on the principles of democratic centralism, emphasizing the responsibility of the leaders and promoting the collective intelligence of its members; ensuring close coordination, unity in direction, management, and exchange of information for problem-solving according to the functions, tasks, and powers of the member agencies as prescribed by law.

- Each member of the Steering Committee upholds personal responsibility in the activities of the Steering Committee and in carrying out assigned tasks and powers; resolving tasks within their jurisdiction and assigned responsibilities in accordance with the prescribed procedures and regulations of the law and these Regulations.

- Members of the Steering Committee have a responsibility to fully participate in the activities of the Steering Committee; implement and be accountable to the Head of the Steering Committee for the assigned tasks.
