The State Auditor General of Vietnam has just issued regulations on the functions, tasks, and organizational structure of the Department of Information Technology.

On May 29, 2024, the State Auditor General of Vietnam issued Decision 1198/QD-KTNN defining the functions, tasks, and organization of the Department of Information Technology.
The Department of Information Technology is a unit under the State Audit Office, with the function of advising and assisting the State Auditor General in managing and implementing activities related to the application of information technology, digital transformation, ensuring information security, and cybersecurity of the State Audit Office. It also performs internal administrative functions, manages the information technology infrastructure and facilities of the State Audit Office, and provides information technology services as prescribed by law.
The Department of Information Technology has legal status, a seal, and its own account as prescribed by law, with its headquarters in Hanoi.
Tasks and authority of the Department of Information Technology in Vietnam
(1) Propose, develop, and submit to the State Auditor General of Vietnam :
- Strategies, development plans, overall architecture, programs, projects, and initiatives regarding information technology, digital transformation, ensuring information security, and cybersecurity of the State Audit Office;
- Policies, regulations, and rules in the field of information technology, digital transformation, ensuring information security, and cybersecurity of the State Audit Office;
- Standards, regulations, quality management, economic and technical norms in the field of information technology, digital transformation, ensuring information security, and cybersecurity of the State Audit Office.
(2) Organize and implement the deployment of strategies, development plans, overall architecture, programs, projects, and procurement of information technology applications, digital transformation, and ensuring information security and cybersecurity according to the hierarchical structure of the State Audit Office.
(3) Provide guidance, inspection, and evaluation of the implementation of strategies, projects, plans, and regulations of the state and the State Auditor General in the fields of information technology, digital transformation, ensuring information security, and cybersecurity at units under the State Audit Office.
(4) Participate in the development, assessment, and suggestions for specialized audit documents and procedures related to the application of information technology and the digital transformation of the State Audit Office.
(5) Organize the evaluation of the level of information technology application, compile the results, and report to the Evaluation Council on the level of information technology application of the State Audit Office for annual review and classification.
(6) Regarding the management of investment, procurement of information technology applications, digital transformation, ensuring information security, and cybersecurity of the State Audit Office:
- Propose investment activities, procurement of information technology applications, digital transformation, ensuring information security, and cybersecurity to develop and maintain the information technology system of the State Audit Office;
- Assess projects, tasks, and procurement of information technology applications, digital transformation, ensuring information security and cybersecurity of the State Audit Office according to the management hierarchy;
- Assess the technical aspects of projects, tasks, and procurement of information technology applications of units under the State Audit Office;
- Provide guidance, inspection, and evaluation of the investment effectiveness for projects, initiatives, and activities related to information technology, digital transformation, and ensuring information security and cybersecurity of the State Audit Office.
(7) Organize the construction, development, management, operation, and utilization of the information technology infrastructure of the State Audit Office.
(8) Carry out the tasks of the specialized unit responsible for information security. Advise and organize the implementation of information security and cybersecurity for the information technology system of the State Audit Office; organize inspections, evaluations, and monitoring of the information security of the State Audit Office as prescribed by law.
(9) Organize the construction, development, deployment, management, and operation of digital platforms; common-use catalog systems; application software, databases serving the directive, management, and professional activities of the State Audit Office.
(10) Organize the development, management, operation, and utilization of digital data of the State Audit Office; manage, integrate, connect, and share digital data between the State Audit Office and relevant agencies, organizations, and units as prescribed by law.
(11) Provide support and guidance to units and individuals within and outside the sector in using and exploiting the information technology system of the State Audit Office.
(12) Conduct research and testing of new technologies in the field of information technology to serve the construction, development of information technology, digital transformation, ensuring information security, and cybersecurity of the State Audit Office.
(13) Organize activities to enhance awareness and promote the application of information technology, digital transformation, information security, and cybersecurity for officials and employees of the State Audit Office through organizing events, seminars, exchanges, providing information, publications, and other support activities.
(14) Propose and organize the implementation of scientific research activities and international cooperation on the development of information technology, digital transformation, information security, and cybersecurity of the State Audit Office.
(15) Provide products and services related to information technology, information security, and cybersecurity to organizations and individuals within and outside the sector as prescribed by law.
(16) Manage officials, public employees, and workers of the unit in accordance with the regulations of the State and the hierarchy of the State Audit Office; organize the implementation of tasks related to emulation and commendation, discipline, document management, archives, propaganda, and scientific research of the unit according to the regulations of the State and the State Audit Office; regularly report to the State Auditor General on the unit's work results on a monthly, quarterly, annual, or ad hoc basis.
(17) Organize the implementation of financial, accounting, and annual budget settlement tasks; manage and use assets and equipment of the unit as prescribed.
(18) Perform other tasks and powers assigned by the State Auditor General.
