Tasks and powers of the Department of Fine Arts, Photography, and Exhibition in Vietnam

- Submit draft legal documents on the decentralization of state management, development strategies, and long-term and annual plans on fine arts, photography, and exhibitions to the Minister.

- Submit legal documents on the management of fine arts, photography, exhibitions, and the organization of fine arts and photography camps in Vietnam to the Minister.

- Implement state management on national cultural symbols as regulated by law.

- Organize the guidance and inspection of the implementation of legal documents, strategies, plans, and regulations on fine arts, photography, and exhibition after approval; disseminate, promote, and educate on the law and information on state management activities on fine arts, photography, and exhibition.

- Guide and inspect the implementation of relevant plans on fine arts, photography, exhibitions, national monuments, and monumental paintings that have been authorized.

- Issue licenses for fine arts, photography, and exhibition, licenses for organizing sculpture camps as regulated by law; guide and inspect the issuance of licenses by the Department of Culture, Sports, and Tourism, the Department of Culture and Sports in the field of fine arts, photography, and exhibition.

- Revoke or propose to revoke licenses for fine arts exhibitions, photography exhibitions, licenses for building monuments, monumental paintings, licenses for organizing sculpture camps, and other exhibition licenses when not complying with the issued content, causing negative consequences in social life, and violating the provisions of the law.

- Regulate the organization, guide the organization, and directly organize competitions, festivals, and exhibitions of fine arts, photography, and exhibition works on a national and international scale without commercial purposes.

- Manage the organization of nationwide or regional art creation competitions; receive notices regarding artistic creation campaigns, camps, competitions, and photography works in Vietnam organized by central ministries, departments, organizations, and foreign organizations; receive notices regarding the submission of photography works from Vietnam to participate in international competitions and festivals on behalf of Vietnam; receive notices regarding the organization of non-commercial exhibitions by organizations at the central level in Vietnam, exhibitions organized by organizations from 02 provinces or cities and above in collaboration in Vietnam as regulated by law and assigned and decentralized by the Minister.

- Advise, assist the Minister in directing, guiding, and inspecting professional and technical matters within the scope of management of the Department for the Department of Culture, Sports, and Tourism, the Department of Culture and Sports as regulated by law.

- Develop plans for international cooperation and exchange in the fields of fine arts, photography, and exhibition; organize the implementation after approval.

- Develop plans for scientific research, application of science, and technology in the field of fine arts, photography, and exhibition; lead the development of economic and technical norms, processes, and regulations in the field of fine arts, photography, and exhibition for the Minister.

- Coordinate in developing the operating mechanism of public service organizations, fees, and charges in the field of fine arts, photography, and exhibitions to be submitted for authorized approval and implementation as regulated.

- Organize and guide the organization of appraisal activities for fine arts and photography works.

- Assist the Minister in managing the content of the activities of non-governmental associations, foundations, and organizations in the field of fine arts, photography, and exhibition as regulated by law.

- Collect additional works for the fine arts and photography collection of the Ministry of Culture, Sports, and Tourism.

- Propose commendations for units and individuals in the field of fine arts, photography, and exhibition as regulated by law.

- Submit to the Minister and organize the implementation of measures to prevent violations of laws on fine arts, photography, and exhibition activities; inspect and coordinate inspections of the implementation of laws on fine arts, photography, and exhibition activities; propose handling of violations; resolve complaints and denunciations as regulated by law.

- Implement administrative reform contents according to the program and plan of the Ministry.

- Manage the organization, officials, public employees, and employees, implement policies and regimes for officials, public employees, and employees within the scope of the management of the Department.

- Manage, use finances, assets, and other allocated resources as regulated by law and delegated by the Minister.

- Implement other tasks assigned by the Minister and as regulated by law.
