On June 12, 2024, the Prime Minister issued Decision 500/QD-TTg on the Working Regulations of the Central Emulation-Commendation Council in Vietnam.
The tasks and powers of the Chairman, Vice Chairman, and Standing members of the Central Emulation-Commendation Council in Vietnam are specified in Article 7 of the Regulations attached to Decision 500/QD-TTg in 2024 as follows:
- The Chairman of the Council is responsible for all activities of the Council, presiding over and concluding the meetings of the Council.
- The tasks of the Vice Chairmen of the Council are as follows:
+ The First Vice Chairman of the Council is the Vice President of the State, responsible for representing the Chairman of the Council in signing documents of the Council; urging and inspecting the implementation of regulations and decisions on the work policy of the Council; presiding over and concluding the meetings of the Council in the absence or delegation of the Chairman of the Council; directing the implementation of the Council's inspection work; presiding over and concluding the meetings of the Standing Committee of the Council in the absence or delegation of the Chairman of the Council.
+ The Standing Vice Chairman of the Council is the Minister of Home Affairs, responsible for presiding over the resolution of regular tasks of the Council, signing documents of the Council under the authorization of the Chairman of the Council; representing the Standing Committee of the Council in reporting to the Council on proposals for conferring the title of Hero, reporting to the Standing Committee of the Council on proposals for conferring the titles of "National Emulation Fighter" and "Government's Emulation Flag".
+ The Vice Chairman of the Council is the Chairman of the Central Committee of the Vietnam Fatherland Front, responsible for leading the emulation movement of the Vietnam Fatherland Front, the emulation movement in political-social organizations, political-social-occupational organizations, and carrying out other tasks assigned by the Chairman of the Council;
+ The Vice Chairman of the Council is the Chairman of the Vietnam General Confederation of Labor, responsible for leading the emulation movement among workers, civil servants, and laborers in economic sectors and carrying out other tasks assigned by the Chairman of the Council.
- The tasks of the Standing members of the Council:
The Standing members of the Council are the Head of the Central Emulation-Commendation Board, with the task of synthesizing and advising on the organization and implementation of the tasks of the Council and the tasks of the Standing Committee of the Council.
The Central Emulation-Commendation Council in Vietnam has the following tasks and powers:
- Coordinate between Party agencies, State agencies, the Central Committee of the Vietnam Fatherland Front, central agencies of political-social organizations, and localities in advising and proposing policies and policies regarding the organization of emulation movements and commendation work nationwide.
- Periodically evaluate the emulation movement and commendation work; propose policies and measures to promote the patriotic emulation movement; provide recommendations for summarizing emulation and commendation work; propose amendments and supplements to regulations and policies on emulation and commendation, inspect emulation and commendation work.
- Provide guidance on the organization and evaluation of the emulation activities of clusters and blocs organized by the Council.
- Review and vote on honorary titles of "Heroic Province," "Heroic City," "Hero of the People's Armed Forces," and "Labor Hero" in accordance with the regulations of the Law on Emulation and Commendation (referred to as Heroic titles) to advise and consult the competent authorities for consideration and decision-making.
