On October 9, 2024, the Ministry of Finance of Vietnam issued Decision 2399/QD-BTC regarding the regulations on organization and operation of the Science and Technology Council of the Finance Sector in Vietnam.

Tasks and powers of members of the Scientific and Technological Council of the Finance Sector in Vietnam

(1) Chairman of the Council:

- Responsible to the Minister of Finance of Vietnam for the content and effectiveness of the Council's activities.

- Lead the Council in operating according to the functions, duties, and powers stipulated in Articles 1, 2, and 3 of these regulations; assign tasks to Council members.

- Convene and preside over meetings of the Council or the Standing Committee of the Council.

- Submit to the Minister of Finance of Vietnam decisions on changes to Vice Chairmen, Secretary of the Council, or additions to Council Members when the number of Council Members is reduced by more than 1/3 compared to the total number of Council members.

- Perform other tasks as assigned by the Minister of Finance of Vietnam.

(2) Standing Vice Chairman of the Council:

- Assist the Chairman in the general tasks of the Council; accountable to the Chairman for the work assigned.

- Direct the preparation of content for discussions at the Council.

- Stand in for the Chairman to manage and resolve matters within the Chairman's authority when authorized.

(3) Vice Chairman of the Council:

- Assist the Chairman and be accountable to the Chairman for the field assigned.

- Stand in for the Chairman to manage and resolve matters within the Chairman's authority when authorized.

(4) Secretary of the Council:

- Assist the Chairman in developing programs, work plans, and organizing general activities of the Council; accountable to the Chairman for tasks assigned by the Chairman.

- Assist the Chairman and Vice Chairmen in the professional and technical work of the Council.

- Assist the Chairman and Vice Chairmen in initiating scientific and technological research activities in the Finance sector.

(5) Council Members:

- Responsible for fully participating in Council meetings; contribute opinions directly at Council meetings or respond to documents requesting opinions as required by the Council.

- Accountable to the Chairman for the content and results of tasks assigned by the Council; perform specific tasks and powers as assigned by the Chairman.

Working modes of the Science and Technology Council of the Finance Sector in Vietnam

- The Council meets periodically once every six months and may hold extraordinary meetings as convened by the Chairman.

- The Council operates collectively, resolving issues based on majority voting, with votes and minority opinions recorded for the Minister of Finance of Vietnam's consideration and direction.

Meetings of the Council must have at least 2/3 of the total number of Council members present to be valid. Resolutions and official recommendations to the Minister of Finance of Vietnam are adopted within the Council when more than half of the present Council members vote in agreement.

In necessary cases, the Chairman of the Council may invite scientists and managers from within and outside the sector to attend Council meetings, with the number of invited delegates not exceeding 1/3 of the Members of the Science and Technology Council of the Finance Sector. Invited delegates do not participate in voting on issues of the Council; their opinions are considered by the Council in reporting to the Minister of Finance of Vietnam.

- The agenda, content, and materials for regular meetings are sent to Council members 5 days in advance for study and preparation of contributions.

- The Council operates under part-time policies, utilizing administrative hours to organize meetings and Council activities.
