The Central Committee issued Directive 20-CT/TW on 12/12/2022 on strengthening the leadership of the Party in the work of sending Vietnamese workers to work abroad in the new situation.

According to Directive 20-CT/TW, the key tasks to strengthen sending Vietnamese workers to work abroad are specified as follows:

1. The key task of strengthening the sending of Vietnamese workers to work abroad

- Strengthening propaganda, education, and awareness-raising at all levels of Party committees, organizations, authorities, officials, party members, and employees, as well as the whole society, about the role and importance of sending Vietnamese workers to work abroad. Determining the work of sending workers to work abroad is to contribute to socio-economic development, create jobs, and increase incomes for workers, especially in rural areas and particularly difficult areas;

Promoting the culture and good image of the country and people of Vietnam to the world; At the same time, it is an opportunity to study and improve professional, technical, advanced technology, and professional working styles for Vietnamese workers, contributing to creating high-quality human resources after returning home.

Programs, plans, mechanisms, and policies for sending workers to work abroad must be associated with orientations, strategies, and plans for socio-economic development and foreign relations.

Studying and expanding the foreign labor market in association with renovation and improvement of the quality of education - training, vocational skills, foreign languages, laws, cultures, customs, and practices of other countries for workers;

Priority is given to sending laborers to work in high-income and safe labor markets.

- Reviewing, supplementing, and completing the law related to sending Vietnamese workers to work abroad, ensuring comprehensive adjustment of subjects and types of labor.

Mechanisms, policies, and conditions for recruiting workers to work abroad must be consistent with international commitments and treaties to which Vietnam is a signatory. Publicity and transparency of fees, aiming to reduce costs for workers when working abroad.

Adopting policies to support training, fostering professional skills, vocational skills, and foreign languages for employees, giving priority to demobilized soldiers, ethnic minorities, and poor households in remote, isolated, and extremely difficult areas.

Ensuring the legitimate rights and interests of workers working abroad;

Effectively using this human resource when the term of working abroad expires and you return to join the domestic labor market.

- Improving the capacity, effectiveness, and efficiency of state management in sending Vietnamese workers to work abroad.

Assigning, decentralizing, and clearly defining the responsibilities of central and local agencies and organizations, ensuring the sending of laborers to work abroad for the right purposes and in accordance with the law.

Strengthening the management and protection of citizens for Vietnamese workers abroad in accordance with international commitments and treaties to which Vietnam is a signatory.

Improving the quality of medium- and long-term forecasting on the overseas labor market.

Actively negotiating and exchanging information with other countries on the needs, rights, and obligations of Vietnamese workers, ensuring stable jobs, adequate wages, and safety.

Building, upgrading, and completing synchronously the database system, information management of Vietnamese workers working abroad with the national labor database, and the national population database;

Regulation on mechanisms for providing, establishing databases, sharing information, and synchronizing data of laborers working abroad among sectors of labor - invalids and society, police, and diplomacy with relevant localities, socio-political, socio-professional organizations.

Actively fighting, preventing, and stopping the opposition of hostile forces related to sending workers to work abroad.

- Strengthening inspection, examination, supervision, and evaluation of the results of the implementation of the Party's guidelines, policies, and laws on sending Vietnamese workers to work abroad.

Improving the leadership capacity and combat strength of foreign party organizations;

Strictly managing Party members who are Vietnamese workers working abroad.

Promoting the role of the Vietnam Fatherland Front and socio-political organizations in supervising the implementation of sending Vietnamese workers to work abroad;

Timely detecting and strictly handling agencies, organizations, enterprises, and individuals violating the law.

2. Organization of the implementation of strengthening the sending of Vietnamese workers to work abroad

- Provincial Party Committees, city committees, party committees, party cadres, party unions, and party committees directly under the central government shall organize research, study, and mastery of Directive 20-CT/TW for officials, party members, and people of all strata; formulate programs and plans to organize the implementation of the Directive;

Regularly organize inspection, supervision, and review of responsibilities for Party committees, organizations, and members for violations of regulations in sending Vietnamese workers to work abroad.

- The National Assembly Party Committee leads and directs to continue reviewing and perfecting the law related to sending Vietnamese workers to work abroad, create a unified and synchronous legal basis for the implementation, and supervise the implementation.

- The Government Party Committee shall lead and direct ministries, branches, and localities to develop programs and plans to implement the Directive;

Issuing a strategy to send workers to work abroad; reviewing, amending, and supplementing relevant sub-law documents;

Improving the capacity, effectiveness, and efficiency of state management over sending Vietnamese workers to work abroad, soon put an end to the illegal sending of people to work abroad, when workers violate the laws of the host country, or voluntarily stay abroad illegally.

- The Central Organization Department shall assume the prime responsibility for, and coordinate with relevant agencies in, directing the good performance of the management of Party members who are Vietnamese workers working abroad.

- The Central Propaganda Department shall assume the prime responsibility for, and coordinate with the Party Personnel Committee of the Ministry of Labor, War Invalids, and Social Affairs and relevant agencies in organizing propaganda for the implementation of the Directive.

- The Vietnam Fatherland Front and socio-political organizations have well performed their role of supervising, propagating, and mobilizing the people, members, and union members to implement the Directive.

- The Central Economic Commission shall assume the prime responsibility for, and coordinate with the Party Personnel Committee of the Ministry of Labor, War Invalids, and Social Affairs and relevant agencies to organize the implementation, regularly monitor, urge, inspect, periodically review, summarize, and report to the Secretariat the results of the implementation of the Directive.
