On February 19, 2024, the Ministry of Agriculture and Rural Development issued Decision 549/QD-BNN-VP on the plan to implement tasks under Scheme 06.

Carrying out assigned tasks in the Scheme to develop the application of population data, identification, and electronic authentication to serve the national digital transformation period 2022-2025 and the vision to 2030, the Ministry of Agriculture and Rural Development develops a plan to implement tasks under Scheme 06/CP, with the following contents:

- Build and perfect institutions and policies to implement Scheme 06/CP for the Agriculture and Rural Development sectors to ensure feasibility and suitability with the country's socio-economic development conditions.

- Research, review, and propose amendments and supplements to regulations to use the National Population Database to assist in receiving and resolving administrative procedures in the Ministry's electronic environment.

- Review and restructure the process of reducing and simplifying administrative procedures under the Ministry's jurisdiction according to the principle of not requiring re-declaration of information already in the National Population Database.

- Review and compile a list of agencies, organizations, and unions to provide to the Police Department of Administrative Management of Social Order to serve the deployment of organization identification nationwide.

- Clear specialized databases containing information related to people with the National Population Database and promptly update personal identification number information in specialized databases.

- Implement digitization and reuse results of digitizing records and results of resolving administrative procedures related to information and personal documents in receiving and resolving administrative procedures to enrich, update, supplement, connect, share, and effectively use the National Population Database to resolve administrative procedures.

- Complete the Ministry's information system for handling administrative procedures to connect and exploit data with the National Population Database; Integrated connection with the electronic identification and authentication system using the electronic authentication identification account to access the system.

- Complete security and information security infrastructure to meet the requirements of connecting the agricultural industry database with the national population database, electronic identification and authentication system.

- Build a database on the issuance and management of planting area codes; complete the updating and integration of data into the National Population Database and electronic identification identification system to deploy and promote products and services on the VNeID application.

- Integrate the Ministry of Agriculture's Digital Transformation systems with the VNeID application to develop regional specialties; support people in applying population data, electronic identification, and authentication to develop the household economy and digital economy.

- Organize training and professional training according to fields and security, safety, and information security for end users for officials, civil servants, and public employees in implementing Digital Transformation work.

Specific task content; and the deadline, leading unit, and coordinating unit are issued together with this Plan (Appendix).
