System of education and training institutions for commune-level military command board personnel in Vietnam (Illustrative image)

According to Circular 87/2011/TT-BQP, the education and training institutions for commune-level military command board personnel include:

- Tran Quoc Tuan University (Military Officer School No. 1) provides undergraduate training in grassroots military, coordinates with Military Schools of Military Region 1, 2, 3, 4, and the Military School of Hanoi Capital Command for associate degree training in grassroots military; Nguyen Hue University (Military Officer School No. 2) provides undergraduate training in grassroots military, coordinates with Military Schools of Military Region 5, 7, 9 for associate degree training in grassroots military.

- Military Officer School No. 2 and the Military Schools of military regions, the Military School of Hanoi Capital Command gradually prepare all necessary aspects to meet the conditions to propose that the Ministry of Education and Training decides to open undergraduate training programs in grassroots military at Military Officer School No. 2, and associate degree programs in grassroots military at the Military Schools of military regions and the Military School of Hanoi Capital Command.

- The Military Schools of military regions and the Military School of Hanoi Capital Command, once authorized to provide associate degree training in grassroots military, will directly coordinate with other universities and colleges in the same area to deliver formal, continuous, and part-time associate degree programs in grassroots military.

- Based on the organization of staff, teachers, professional soldiers, employees, junior officers currently available, and the training mission, the schools will adjust and arrange the staff and teachers to complete the task of training commune-level military command board personnel with associate and undergraduate degrees in grassroots military assigned by the Ministry of Defense.

- Utilize the training grounds, drill fields, classrooms, and existing equipment of the schools to ensure the training of commune-level military command board personnel; step by step, the schools will plan to invest, upgrade, and replace equipment to meet training requirements and report to the Ministry of Defense.
