Surveyors and Explosive Ordnance Disposal Personnel Must Meet What Qualification Requirements?

On December 27, 2019, the Minister of National Defense signed to promulgate Circular 195/2019/TT-BQP detailing a number of articles and implementation measures of Decree 18/2019/ND-CP dated February 1, 2019, of the Government of Vietnam on the management and implementation of post-war bomb and mine clearance activities.

Requirements for professional qualifications in post-war bomb and explosive ordnance survey and clearance activities applicable to each subject as stipulated by Circular 195/2019/TT-BQP are as follows:

Firstly, for the team leader in bomb and explosive ordnance survey and clearance

- Possess the required health standards as per regulations on health examination for military service;- Have technical expertise in bomb and explosive ordnance survey and clearance equivalent to a Level 2 technician as specified in Clause 2 of this Article;- Trained in the program for team leaders in bomb and explosive ordnance survey and clearance at domestic or foreign training institutions and have a certificate;- Have at least 2 years of direct experience in the field of bomb and explosive ordnance survey and clearance.

Secondly, for technicians in bomb and explosive ordnance survey and clearance

- Technicians in bomb and explosive ordnance survey and clearance are categorized into 4 levels, including: Level 1 Technician, Level 2 Technician, Level 3 Technician, and Level 4 Technician;- Technicians in bomb and explosive ordnance survey and clearance must meet the required health standards as per regulations on health examination for military service; have appropriate technical expertise corresponding to each technician level as regulated in Appendix IV issued together with this Circular and have been trained, certified, and issued a certification in the respective field.

Thirdly, for supervisors in bomb and explosive ordnance survey and clearance

- Trained in the program for team leaders in bomb and explosive ordnance survey and clearance at domestic or foreign training institutions and have a certificate;- Hold a quality management certificate in bomb and explosive ordnance survey and clearance;- Have at least 1 year of direct experience in the field of bomb and explosive ordnance survey and clearance.
