The Ministry of Planning and Investment has developed a Survey Plan on Prices of Raw Materials, Fuels, and Materials for Production in Vietnam from 2025

On August 5, 2024, the Minister of Planning and Investment issued Decision 1709/QD-BKHDT regarding the Survey Plan on Prices of Raw Materials, Fuels, and Materials for Production in Vietnam.
To be specific, the survey of the prices of raw materials, fuels, and materials used in production from 2025 will be carried out across 38 centrally governed provinces and cities.
In particular:
- Subjects of the survey: Representative items of raw materials, fuels, and materials used in agriculture, forestry, fisheries; processing and manufacturing industries, and construction. (As per the list of items specified in Appendix I)
- Units of survey:
+ Production facilities (businesses, factories, enterprises, individual production and business establishments...) in the processing and manufacturing industry.
+ Supply stores, production and business establishments selling raw materials, fuels, and input materials for agriculture, forestry, fisheries, and construction.
Regarding time and timing for the survey of the prices of raw materials, fuels, and materials used in production:
- Timing of price survey: 5th of every month.
For investigative units that do not sell/buy raw materials, fuels, or materials on the exact survey date, the selling/buying price of the nearest date before or after the 5th of the survey month will be taken but not later than the 12th of every month.
- survey period: From the 5th to the 12th of every month.

The survey of the prices of raw materials, fuels, and materials used in production aims at the following purposes:
- Compile the price index of raw materials, fuels, and materials used in production as part of the national statistical indicator system. Ensure information for governance, management, production development planning, import planning of materials and fuels, support industry development, raw material areas, and compile some composite statistical indicators by comparative prices;
- Serve as the basis for the statistics industry to calculate added value by the two-stage deflation method by economic sector;
- Meet information needs on the price fluctuations of raw materials, fuels, and materials used in production, helping suppliers analyze production and business results, calculate economic efficiency, and sign contracts.
The survey of the prices of raw materials, fuels, and materials must meet the following requirements:
- The organization of work, data collection, data processing, aggregation, and storage of survey information must be carried out rigorously, in conformity with the survey plan;
- Ensure full, accurate, prompt data collection, correct investigative unit, correct items, and information specified in the survey plan;
- Protection of information collected from investigative subjects per the provisions of the Statistics Law;
- Manage and use the survey budget according to current policies, use effectively and economically;
- survey results must meet the requirements of information users domestically and internationally, ensuring international comparability.
