Recently, the Ministry of Education and Training issued Circular 56/2012/TT-BGDDT stipulating the management of bilateral international cooperation tasks in science and technology at the ministry level of the Ministry of Education and Training of Vietnam.
Supports Up to 50% of the Funding for international cooperation tasks in science and technology from the State budget of Vietnam (Illustrative image)
Article 10 of the regulations on managing bilateral international cooperation tasks in science and technology at the ministry level issued by the Ministry of Education and Training of Vietnam, attached to Circular 56/2012/TT-BGDDT, sets forth the criteria for selecting specific bilateral international cooperation tasks in Vietnam as follows:
- The task name must be clear, concise, and summarize the objectives and content of the task, presenting new aspects compared to existing and ongoing tasks in science and technology at various levels.
- The task’s objectives must be specifically defined, appropriate to the task name, and aligned with the development needs of the education sector and socio-economic development.
- The research content must be suitable for the objectives and feasible.
- The task’s outcomes should meet the task’s objectives, have scientific and practical value, be applicable at a specific address, contribute to master's and doctoral training, and have research results published in reputable international scientific journals.
- The funding must be appropriate for the task’s content and current financial regulations. The state budget supports up to 50% of the total cost; the foreign partner must commit to supporting at least 50% of the total cost of implementing the task.
- The task should have scientific, educational, training, and socio-economic effectiveness.
- The implementation plan for the task must be reasonable and feasible; the research cooperation content with the foreign partner must align with the task’s content and objectives.
- The task leader must have competence, experience, and credibility in research, as well as organizational management capability.
- The leading organization must have the necessary conditions and capacity to execute the task.
