On August 1, 2024, the Government of Vietnam issued Decree 106/2024/ND-CP stipulating the policy to support improving livestock efficiency in Vietnam.
The supporting policy for relocating livestock facilities out of areas not permitted for livestock rearing in Vietnam is as follows:
(1) Beneficiaries:
Organizations and individuals with livestock facilities constructed and operating before the 2018 Livestock Law came into effect and currently operating in areas not permitted for livestock rearing will be supported to relocate to a suitable new location or cease operations and transition to another occupation.
(2) Support content and levels:
- Support in allocating land funds for constructing livestock facilities for those being relocated: Based on the Resolution of the Provincial People’s Council on relocation supporting policies, provincial and regional master plans approved by competent authorities, the Provincial People’s Committee, and the District People’s Committee shall allocate land funds for constructing livestock facilities for the relocated subjects according to the law on land.
- Support up to 50% of the costs of purchasing equipment for construction and livestock technology equipment based on the current area of the livestock facility subject to relocation; the maximum support level is not more than 10 billion VND/facility.
- Support up to 50% of the relocation costs of livestock to a suitable new location; the maximum support level is not more than 500 million VND/facility.
- Support 100% of training costs to transition from livestock breeding to other occupations; the maximum support level is not more than 3 months' basic salary/person.
(3) Support conditions:
- Livestock facilities constructed and operating before the 2018 Livestock Law came into effect and currently operating in areas not permitted for livestock rearing are subject to relocation according to current regulations.
- Individuals trained and instructed to transition from livestock breeding to other occupations must have a certificate of completion of the training course issued by the training facility and commit to practicing the trained occupation for at least 5 years after receiving support.
- Support for the contents stipulated in points b, c, and d of clause 2, Article 7 of Decree 106/2024/ND-CP is implemented after the livestock facility has completed relocation from the area where livestock breeding is not permitted or has ceased operations, changed occupation, and received confirmation from the Commune People's Committee.
The supporting policies on improve livestock efficiency must meet the following principles:
- Support must be focused, time-limited, aligned with development goals, and balanced with resource capacity.
- Ensure publicity, transparency, non-overlapping, non-duplicative, and efficiency.
+ Publicly announce the list of beneficiaries at the competent authority according to decentralization (People’s Committee headquarters) with at least the following information: name, address of the beneficiary, support content, support amount.
+ In case of complaints and denunciations regarding the implementation of supporting policies, the competent authority according to decentralization organizes handling according to the law.
- Costs for construction, purchasing equipment for construction and technology equipment are calculated according to the cost management regulations of construction investment laws and are the basis for considering support from the state budget.
- Costs for technology licensing, purchasing feed storage tanks for bulk feed, purchasing seedlings to grow feed plants, brand promotion costs, relocation of livestock costs, artificial insemination supplies, grain containers, purchasing bull breeding stocks of buffaloes, cows, goats, sheep, pigs, deer, and parental duck, goose breeding stock; purchase and processing costs of livestock waste, new construction of biogas works, supplies, equipment, testing costs, training costs, and training courses... are budgeted according to the Law on Budget, Budget estimation guidelines of the Ministry of Finance, being the basis for state budget support.
- The maximum support from the state budget stipulated in Decree 106/2024/ND-CP is the maximum support level. The specific support level for each policy is based on the costs specified in clauses 3 and 4 of this Article and the state's budget balancing capacity in each period.
- Annual support is implemented for the policies stipulated in Article 8, point a and c of clause 2, Article 10 of Decree 106/2024/ND-CP; One-time support is implemented for the policies stipulated in Article 5, Article 6, Article 7, Article 9, and point b of clause 2, Article 10 of Decree 106/2024/ND-CP.
- Organizations and individuals who have received support from other policies, programs, and projects with the same content at the same time are not eligible for support according to Decree 106/2024/ND-CP. If a support item is stipulated in different policies, organizations and individuals can only receive support once for the same support subject.
- In cases where multiple organizations and individuals simultaneously meet the support conditions as stipulated in Decree 106/2024/ND-CP, priority is given to organizations and individuals according to criteria: producing main local products; applying advanced technology; remote, offshore islands or economically disadvantaged areas; ability to create jobs for vulnerable people; youth startups; women-led enterprises.
