Regarding this issue, LawNet would like to answer as follows:

Draft Resolution on piloting universal preschool education for kindergarten children in some provinces and cities

1. Support of at least 960,000 VND/month for preschool teachers are supported in Vietnam (Recommended)

In order to attract preschool teachers at preschool educational establishments, the Ministry of Education and Training announced a draft Resolution on piloting universal preschool education for kindergarten children in some provinces and cities.

In particular, proposed policies to attract staff and incentives for preschool teachers when piloting universal preschool education are as follows:

- People's Councils of provinces and centrally run cities promulgate regulations on preferential policies on recruiting and attracting preschool teachers at public preschool education establishments to implement universal preschool education, based on the local budget capacity to consider and decide on incentive levels when recruiting at least 01 year of basic salary.

- Preschool teachers at public preschool education establishments implementing universal preschool education are supported with a minimum of 960,000 VND/month (nine hundred and sixty thousand VND/month), for no more than 09 months/school year. .

The specific level of support is developed by the Provincial People's Committee in accordance with the local budget capacity and submitted to the People's Council at the same level for consideration and decision.

- Preschool teachers at preschool education establishments implementing universal preschool education are allowed to participate in annual knowledge and skills training according to the Training Program of the Ministry of Education and Training.

Funding for training and retraining is proposed by the Ministry of Education and Training from the funding source for implementing the Project on Training and fostering teachers and preschool education managers for the period 2018–2025 (Decision 33/QD-TTg of the Prime Minister); The next stage comes from regular annual teacher training.

2. Funding sources and management of funds to implement policies to attract staff and incentives for preschool teachers in Vietnam

Funding for implementing policies to attract staff and incentives for preschool teachers is specified as follows:

+ State budget includes: local budget; The Central budget supports localities according to the provisions of the State Budget Law, Public Investment Law and current guiding documents.

+ Socialized educational capital and other legally mobilized capital sources.

  Estimation, management, use, and finalization of funds are carried out in accordance with current regulations of the State Budget Law, Accounting Law, Public Investment Law, and current guiding documents.

In addition, the draft also mentions the content: preschool children of universal age studying at universal preschool education establishments will receive a minimum lunch support of 360,000 VND/month/child.

Support time is calculated based on the actual number of months of study but must not exceed 9 months/school year.

And preschool children of universal age studying at universal preschool education establishments are supported with learning costs of 160,000 VND/month/child.
