Support level for dispersed tree planting for forest development in Vietnam

The State has a policy to support dispersed tree planting under the general policy on forest protection and development, specifically regulated in Article 23 of Decree 58/2024/ND-CP as follows:

(1) Beneficiaries of support: organizations, households, individuals, and community groups participating in dispersed tree planting.

(2) Level of support: an average of 15,000,000 VND/ha for dispersed tree planting (equivalent to 1,000 trees/ha) to support the purchase of seedlings, fertilizers, and partial labor costs for planting and tending; organizing activities for management, inspection, and monitoring of dispersed tree planting implementation.

(3) Form of support, seedling standards are implemented according to the dispersed tree planting plan approved by the competent state authority.

(4) Conditions for support: organizations, households, individuals, and community groups that have land and a need to plant dispersed trees.

(5) Support process:

The Department of Agriculture and Rural Development reviews and consolidates the support needs for dispersed tree planting of the beneficiaries who meet the support conditions as specified in section (4) within the province; develops a dispersed tree planting plan along with the estimated budget for support and submits it to the provincial People's Committee for approval; organizes the implementation of the plan, acceptance, summarization of results, and reports to the provincial People's Committee and the Ministry of Agriculture and Rural Development as regulated. The support must ensure the principles of investment in forestry:

- The State ensures resources for activities of management, protection, and development of special-use forests and protection forests; allocates funds for the protection and development of production forests that are natural forests during the forest closure period, in accordance with the balance of state budget funds in medium-term and annual plans.

- The State encourages and facilitates organizations and individuals to self-invest and mobilize legal funds to implement investment projects for forest protection and development, and forest product processing.

State Policy on Forests in Vietnam

According to Article 4 of the 2017 Forestry Law, the State's policy on forests includes:

- The State has a policy to invest in and mobilize social resources for forestry activities in alignment, coordination with socio-economic development policies, and national defense and security.

- The State ensures resources for activities including the management, protection, and development of special-use forests and protection forests.

- The State protects the legitimate rights and interests of organizations, households, individuals, and community groups engaged in forestry activities.

- The State organizes and supports the management, protection, and development of production forests; forestry seedling materials, forest restoration, new forest planting; research, high-tech application, advanced technology, new technology; human resource training; implementation of forest environmental services; large timber planting, conversion of small timber forest plantations to large timber plantations; infrastructure; sustainable forest management; forest product processing and trade; international forestry cooperation.

- The State encourages combined forestry, agriculture, and fishery production; organic forestry production; insurance for production forests that are planted forests.

- The State ensures that ethnic minorities and communities living dependent on forests are allocated forests and land for combined forestry, agriculture, and fishery production; able to cooperate and link forest protection and development with forest owners, share benefits from the forest; able to practice culture and beliefs associated with forests in accordance with the regulations of the Government of Vietnam.
