Support for vocational training of inmates at compulsory rehabilitation centers in Vietnam (Illustrative image)
According to Article 26 of Decree 221/2013/ND-CP, policies for vocational training for inmates at compulsory rehabilitation centers in Vietnam are regulated as follows:
- inmates who do not have a profession or whose profession is not suitable can participate in vocational training.
- Mandatory rehabilitation centers carry out vocational training activities when they meet all necessary conditions regarding classroom area, workshop area, vocational training equipment, teaching staff, programs, and materials, and are certified by the Department of Labor - Invalids and Social Affairs as registration for vocational training activities.
- In the event that the conditions for vocational training mentioned above are not met, mandatory rehabilitation centers are allowed to organize collaborative training with vocational schools or other vocational training facilities in the locality. The form of collaboration and content of vocational training must ensure compliance with the regulations of the law on vocational training.
Additionally, inmates are also supported in community reintegration in Vietnam. To be specific:
- Three months before the end of the period of execution of the decision to apply measures to send to the mandatory rehabilitation center, counseling officers guide inmates to prepare to build a community reintegration plan.
- Forty-five days before the end of the period of execution of the decision to apply measures to send to the mandatory rehabilitation center, the mandatory rehabilitation center sends a notice about the inmate preparing to reintegrate into the community to the People's Committee of the commune where the inmate resides, along with the needs of the inmate requiring family and community support to build and implement the community reintegration plan when the inmate returns to the locality.
- The mandatory rehabilitation center is responsible for advising inmates on community reintegration: policies, medical services related to drug addiction treatment and HIV infection prevention; employment support; post-rehabilitation clubs, addiction treatment task forces, voluntary social work teams, and self-help groups at the locality where the inmate resides.
