Recently, the Ministry of Finance has issued Circular 55/2013/TT-BTC which provides regulations on the management and use of funding sources for the project on building the cultural life of workers in industrial zones up to 2015, with orientation to 2020.
According to the regulations in Circular 55/2013/TT-BTC, the support funding for developing cultural and sports movements among workers contributes to enhancing the cultural and spiritual enjoyment of workers in industrial zones. This is one of the expenditure contents when implementing the Project on building the cultural life of workers in industrial zones until 2015, with an orientation to 2020, promulgated with Decision 1780/QD-TTg. Specifically: regarding the content and expenditure levels for developing cultural and sports movements among workers in industrial zones as follows:

Firstly: Expenses for organizing contests, public art performances, and sports competitions among workers (at the provincial level and regional level once a year, duration not exceeding 03 days; at the national level once every three years, duration not exceeding 05 days), including:
- Support for travel expenses, accommodation rental, and meal allowances for participants, performers, competitors, and organizing committee members from distant locations: Content and allowance levels are carried out according to the provisions in Circular 97/2010/TT-BTC.
- Remuneration for competition judges: Maximum rate of 300,000 VND/person/day.
- Remuneration for organizing committee members and secretariat: Maximum rate of 200,000 VND/person/day.
- Prizes:
+ Group prizes from 500,000 VND to 4,000,000 VND/prize.
+ Individual prizes from 200,000 VND to 2,000,000 VND/prize.
Based on the approved budget and scale of the competition or performance (provincial, regional, national levels), the head of the organizing agency or unit decides the specific prize amounts within the spending frame mentioned above.
- Other expenses serving the competitions or performances (if any): Spending based on legal contracts, invoices, and expenditure receipts and approved budget estimates. For any emerging spending not regulated, the head of the organizing agency or unit decides the spending within the assigned budget.
Secondly: Expenses for commendation and rewarding collectives and individuals with achievements in the movement to build cultural lifestyles and industrial working styles among workers according to the decisions of the competent authorities at the local level: The content and expenditure levels are carried out according to the provisions of the law on emulation and commendation.
