Below is the report of the Ministry of Home Affairs of Vietnam on the supplementation and completion of the Plan for streamlining and reorganizing the organizational structure of the Government of Vietnam.

On January 11, 2025, the Ministry of Home Affairs of Vietnam released Report 219/BC-BNV regarding the supplementation and completion of the plan for restructuring and streamlining the organizational structure of the Government of Vietnam

Supplementing the Plan for organizing and streamlining the organizational structure of the Government of Vietnam

Based on the opinions of the Politburo in Document 13038-CV/VPTW dated January 10, 2025, from the Office of the Central Committee of the Communist Party regarding conclusions of the Politburo meeting on January 10, 2025, on the plan for restructuring and streamlining the organizational structure of the Government of Vietnam, the Ministry of Home Affairs (the standing body of the Steering Committee) reports to the Steering Committee of the Government of Vietnam regarding the supplementation and completion of the summary report on Resolution 18-NQ/TW and the plan for restructuring and streamlining the organizational structure of the Government of Vietnam as follows:

(1) About the names of ministries, ministerial-level agencies, agencies under the Government of Vietnam

Incorporating the Politburo's opinions on the post-merger names of certain ministries. To be specific:

- Retain the name Ministry of Finance after merging the Ministry of Planning and Investment and the Ministry of Finance.

- Retain the name Ministry of Home Affairs after merging the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs.

- Retain the name Ministry of Construction after merging the Ministry of Transport and the Ministry of Construction.

- Retain the name Ministry of Science and Technology after merging the Ministry of Information and Communications and the Ministry of Science and Technology.

- Retain the name Ministry of Culture, Sports, and Tourism after acquiring the state management functions of the press from the Ministry of Information and Communications.

- Establish the Ministry of Ethnic and Religious Affairs based on the Ethnic Committee acquiring additional functions, tasks, and organizational structure for state management on religion from the Ministry of Home Affairs.

- Other Ministries and sectors continue to retain the names as proposed in Report No. 3792-BC/BCSDCP dated December 31, 2024, from the Party Affairs Committee of the Government of Vietnam, namely the Ministry of Agriculture and Environment, Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Training, Ministry of Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Office of the Government of Vietnam, Government Inspectorate, State Bank of Vietnam, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam Radio, Vietnam News Agency.

(2) About shifting functions, tasks, and organizational structure of some ministries, ministerial-level agencies, and agencies under the Government of Vietnam

- Taking into account the Politburo's opinions on shifting some functions, tasks, and organizational structure as follows:

+ Transfer the state management functions, tasks, and organizational structure on journalism from the Ministry of Information and Communications to the Ministry of Culture, Sports, and Tourism.

+ Transfer the state management functions, tasks, and organizational structure on poverty reduction from the Ministry of Labor, Invalids, and Social Affairs to the Ministry of Agriculture and Environment.

+ Adjust and revise the functions and tasks of the Institute for Strategic and Financial-Economic Policy Studies not to include the functions and tasks of the Central Institute for Economic Management Studies (as the Politburo has decided to transfer this institute to the Central Policy and Strategy Committee).

+ Terminate the operation of the Committee for State Capital Management at Enterprises; transfer 18 corporations currently managed by the Committee for State Capital Management to the Ministry of Finance for management; transfer MobiFone Telecommunications Corporation to the Ministry of Public Security for management (the Party organization of the Corporation is transferred to be directly under the Central Public Security Party Committee).

- Regarding some functions and tasks as proposed by the Ministry of Public Security

+ Transfer 03 groups of functions, tasks to the Ministry of Public Security for management (without increasing the number of departments of the Ministry of Public Security), including:

(i) Functions and tasks of state management on drug detoxification and post-detoxification management and prevention of social evils (currently managed by the Ministry of Labor, Invalids, and Social Affairs).

(ii) State management tasks on judicial record and implementation of public services for the issuance of judicial record certificates (currently managed by the Ministry of Justice).

(iii) Tasks on testing and issuing licenses for road motor vehicle drivers (currently managed by the Ministry of Transport).

+ For the remaining 04 tasks (as proposed by the Ministry of Public Security in Document 3838-CV/DUCA dated December 18, 2024), including:

(1) Tasks for ensuring security and order in border areas and at border gates;

(2) Tasks of state management on immigration;

(3) Tasks for ensuring information security, network security;

(4) Tasks for ensuring aviation security): The Steering Committee of the Government of Vietnam is requested to provide opinions on this content as a basis for completing the functions and tasks of the Ministry of Public Security and related Ministries and sectors.
