The Minister of Transport has just signed and promulgated Circular 34/2019/TT-BGTVT amending and supplementing several provisions of the Circulars regulating inland waterway transportation.
Circular 34/2019/TT-BGTVT has supplemented obligations for organizations and individuals engaged in the business of passenger transportation and luggage forwarding on inland waterways, with new regulations specifically stated as follows:

- Equip the vehicle with full firefighting equipment and lifesaving tools as regulated, and arrange them at locations according to the vehicle’s design; for vehicles with lost designs, these must be placed in visible and easily accessible locations without affecting the evacuation on the vehicle.- Notify the respective ports and passenger terminals 3 days in advance of any changes in operation schedules or itineraries; and 12 hours in advance for any changes in departure times (excluding cross-river passenger transport).- At least 10 minutes before the vehicle reaches the port or passenger terminal, the captain must inform passengers about the name of the port or terminal, the time the vehicle will stay, and other necessary information (excluding cross-river passenger transport).- Post on the vessel: hotline telephone numbers of organizations, individuals, management agencies, and rescue units; shipboard rules (applicable to passengers); instructions for using firefighting equipment, lifesaving tools, trash bins, and emergency exits in visible areas on the vehicle.- Serve passengers in a civilized and polite manner.- Pick up and drop off passengers at announced or licensed passenger ports or terminals; transport contracts must be signed before carrying out passenger transportation, and charges must be collected based on the value of the signed contract.- Notify in writing to the Department of Transport and relevant port authorities where the organization or individual is operating passenger transport: 10 days before starting fixed-route passenger transport; 5 days before ceasing fixed-route passenger transport.- No later than the 20th of each month, submit a written report on the number of passenger trips and rotations to the provincial or municipal Department of Transport where the organization or individual is engaged in transport business, as per the template specified in Appendix I issued with Circular 34/2019/TT-BGTVT.- Other obligations as stipulated in Clause 2, Article 82 of the Law on Inland Waterway Transport.
