On October 30, 2019, the Ministry of Labor, War Invalids, and Social Affairs issued Circular 16/2019/TT-BLDTBXH amending and supplementing certain provisions of Circular 14/2005/TT-BLDTBXH dated March 30, 2015, which regulates labor inspectors, specialized inspection officials, and collaborators in the labor inspection sector under the Ministry of Labor, War Invalids, and Social Affairs.

Circular 16/2019/TT-BLDTBXH stipulates that Inspectorate civil servants specialized in the sector of Labor - Invalids and Social Affairs are officials under the establishment of the General Department of Vocational Education, the Department of Overseas Labor Management, and the Department of Labor Safety, assigned specialized inspection tasks according to the decision of the Director-General of the General Department of Vocational Education, the Director of the Department of Overseas Labor Management, and the Director of the Department of Labor Safety.
The number of specialized inspection officials is decided by the Director-General of the General Department of Vocational Education, the Director of the Department of Overseas Labor Management, and the Director of the Department of Labor Safety (Instead of the Director-General of the General Department of Vocational Training and the Director of the Department of Overseas Labor Management as stipulated in Circular 14/2015/TT-BLDTBXH) according to task requirements, appropriate job positions, and within the total establishment quota of officials of each agency, organization assigned by the competent authority.
In addition, this Circular also amends the provisions on the qualification standards and work seniority of inspectors in the Labor - Invalids and Social Affairs Sector at Clause 2, Article 8 of Circular 14/2015/TT-BLDTBXH, changing from "Having a certificate of professional inspection training" to "Having a certificate of specialized inspection professional training."
