Supplementing Additional Tasks for Driver Training Facilities effective from December 01, 2019

Item d Clause 3 Article 1 of Circular 38/2019/TT-BGTVT has added responsibilities for automobile driving training centers. Accordingly, these centers must equip and maintain car driving cabins, time and distance monitoring devices for driving lessons on the road for students in accordance with national technical standards issued by the Ministry of Transport and according to the roadmap specified in Clause 2 Article 47 of Circular 12/2017/TT-BGTVT.

In addition, the driving training center must also undertake other responsibilities amended and supplemented in Circular 38/2019/TT-BGTVT as follows:

- Ensure the infrastructure and equipment for teaching and learning to enhance the quality of driver training, use simulation software for traffic situations, and apply technology in training management to recognize and ensure tracking of theory class times for the subject of road traffic law for car driving students (excluding category B1) according to the roadmap specified in Clause 2 Article 47 of Circular 12;- Ensure that teachers wear the badge "Driving Instructor" and carry the driving instructor's license when teaching practical driving; students practicing driving on the road must wear the badge "Driving Student." The badges are issued and managed by the driving training center according to the sample prescribed in Appendix 1a and Appendix 1b attached to this Circular; the name of the training center must be posted on the training vehicle as prescribed in Appendix 22 attached to Circular 12.- Recruit, manage, and organize training for practical driving instructors to ensure that the teaching staff meet standards and report to the competent authority for inspection and certification of practical driving instructors according to regulations. Organize training to improve the skills of practical driving instructors according to the framework program for advanced training for practical driving instructors specified in Appendix 23 attached to Circular 12.
