Supplementary Expenditure Levels for Climate Change Response and Green Growth Targets

On August 8, 2018, the Ministry of Finance issued Circular 70/2018/TT-BTC stipulating the management and use of operational funds for the implementation of the Target Program for Climate Change Response and Green Growth for the period 2016-2020.

According to Circular 70, expenditure levels for implementing the operational expenditure tasks of the Program shall follow the current spending policies prescribed by competent state authorities and some other expenditure levels as follows:

- Expenditures for developing programs, curricula, and training materials in accordance with Circular 123/2009/TT-BTC. In the case of developing operational manuals, the expenditure shall follow the actual amounts approved by the competent authority, within the allocated budget.- Expenditures for training, professional development, and capacity building: According to Circular 36/2018/TT-BTC.- Expenditures for surveys and investigations: In accordance with Circular 109/2016/TT-BTC.- Expenditures for business trips and conferences: In accordance with Circular 40/2017/TT-BTC.- Expenditures for creating information and databases: According to Circular 194/2012/TT-BTC.

Based on the provisions of Circular 70 and the local budget capacity: The People's Councils of provinces and centrally-run cities shall prescribe the expenditure levels for implementing the tasks of the Program in accordance with the actual local conditions and ensure compliance with current regulations.
