Circular 03/2019/TT-BNV amending and supplementing certain provisions on the recruitment of officials and public employees, promotion of official ranks, promotion of professional titles of public employees, officially came into effect on July 1, 2019. Notably, there are added provisions regarding the conditions for considering the transfer of professional titles for public employees.

To be specific, according to Clause 1, Article 2 of Circular 03/2019/TT-BNV amending and supplementing Article 6 of Circular 12/2012/TT-BNV, the consideration of transferring from one professional title to another of the same rank for public employees must ensure the following conditions:
Firstly, the public employee is assigned to a new job position that requires a different professional title of the same rank or the same standard of educational qualification as the current professional title. (This is a new addition in Circular 03. Previously, Circular 12 only stipulated that public employees were assigned to a new job position that required a different professional title of the same rank as the current professional title).
Thus, according to this new regulation in Circular 03, from July 1, 2019, public employees considered for a transfer from one professional title to another of the same rank do not necessarily have to be assigned to a new job position that requires a different professional title of the same rank, but can also be assigned to a position that requires the same standard of educational qualification as the current professional title.
Secondly, the public employee must meet the exact standards of the new professional title.
The process of considering a transfer to another professional title of the same rank for public employees will continue to be implemented according to the provisions in Clause 2 and Clause 6 of Circular 12/2012/TT-BNV.
Note: When considering a transfer to another professional title of the same rank, the public employee is not to be given a salary increment.
