Supervision of extraction of groundwater in Vietnam

On November 07, 2017, the Ministry of Natural Resources and Environment of Vietnam issued Circular No. 47/2017/TT-BTNMT, which specifies the supervision of extraction of groundwater.

According to Circular No. 47/2017/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam, the supervision of extraction and use of groundwater through the works shall be carried out as follows:

Supervision parameters:

- Capacity;

- Water level in extraction well;

- Quality of water during extraction according to regulations;

- Regarding the work with a capacity of at least 3,000 m3 per 24 hours, in addition to supervising the parameters specified above, water level in monitoring wells must be supervised.

Supervision methods:

- Regarding the work with a capacity of at least 3,000 m3 per 24 hours: carry out automatic and online supervision of the parameters including capacity, water level in extraction well and water level in monitoring wells and periodic supervision of quality of water during extraction in the extraction work specified in Point c, Clause 1 Article 12 of this Circular;

- Regarding the work with a capacity of from 200 m3 to less than 3,000 m3 per 24 hours: carry out automatic and online supervision of the parameters including capacity, water level in extraction well, and periodic supervision of quality of water during extraction in the extraction work specified in Point c, Clause 1 12 of this Circular;

- Regarding the work with a capacity exceeding 10 m3 but not exceeding 200 m3 per 24 hours: carry out periodic supervision of the parameters including capacity, water level in extraction well, and quality of water during extraction according to regulations.

Supervision frequency:

- Within 01 hour at a time for the parameters under automatic and online supervision;

- Within 12 hours at a time for the parameters under periodic supervision and data must be updated to the supervision system before 20:00; regarding the quality of water during extraction, data must be updated to the supervision system within 05 days from the day on which the analytical results are available.

Circular No. 47/2017/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam came into force from December 22, 2017.
