In the past year, the Ministry of Finance issued Circular 98/2017/TT-BTC regulating the management and usage of career funding for the implementation of the Target Program for the Development of the Social Assistance System in the 2016-2020 period.
The expenses for the implementation of the Social Assistance System Development Program are regulated by Circular 98 as follows:
- Expenses for information and propaganda about developing the social assistance system for vulnerable groups, preventing prostitution, drug addiction treatment, child protection, and gender equality.- Expenses for building, maintaining, operating, and managing the system, updating the database to serve the professional activities of each Project.- Expenses for surveys and statistical investigations serving the professional activities of each Project.- Expenses for translation.- Expenses for training, short-term training, and retraining.- Expenses for developing, compiling materials, training programs, retraining, training; developing professional manuals; developing electronic lectures serving online consulting, treatment, and addiction recovery training.- Expenses for organizing advisory sessions and specialized talks.- Expenses for supporting subjects during their stay in temporary shelters.- Expenses for inspecting and evaluating the implementation of support work for trafficked victims returning, providing technical support for implementing processes, standards for child protection services, etc.- Expenses for cooperation and experience exchange on social assistance for vulnerable groups, gender equality, organizing job introduction connection programs for drug addicts, etc.- Expenses for researching and developing pilot models; researching and evaluating the results and effectiveness of developing the social work profession, the care and rehabilitation for the mentally ill, etc.- Expenses for organizing competitions to understand and disseminate laws in the field of social assistance for officials, employees, and collaborators, etc.
