On October 16, 2013, the Government of Vietnam issued the Decree No. 131/2013/NĐ-CP on sanctioning administrative violations of Copyright and related rights.
According to Article 38 of the Decree No. 131/2013/NĐ-CP of Vietnam’s Government, fines for acts of infringing upon broadcasts are as follows:
1. Acts of infringing upon the right to broadcast or rebroadcast broadcasts
A fine of between VND 70,000,000 and 100,000,000 shall be imposed for acts of broadcasting or rebroadcasting a broadcast without permission of the right holder of the broadcasting organization.
2. Acts of infringing upon the right to distribute broadcasts to the public
A fine of between VND 10,000,000 and 30,000,000 shall be imposed for acts of distributing copies of broadcasts without permission of the right holder of the broadcasting organization.
3. Acts of infringing upon the right to fix broadcasts
A fine of between VND 10,000,000 and 15,000,000 shall be imposed for acts of fixing broadcasts without permission of the right holder of the broadcasting organization.
4. Acts of infringing upon the right to reproduce broadcasts
A fine of between VND 15,000,000 and 35,000,000 shall be imposed for reproducing a fixed broadcast without permission of the right holder of the broadcasting organization.
5. Acts of reciting phonograms, video recordings, broadcasts
- A fine of between VND 5,000,000 and 10,000,000 shall be imposed for reciting phonograms or video recordings without permission of the right holders of producers of phonograms or video recordings.
- A fine of between VND 10,000,000 and 20,000,000 shall be imposed for acts of reciting broadcasts without permission of the right holder of the broadcasting organization.
