How to submit a dossier for appraisal and publishing national standards? (Illustration)

The submission of the dossier for appraisal and publishing national standards is regulated in Article 13 of Circular 05/2013/TT-BVHTTDL as follows:

Regarding the submission of the dossier for appraisal:

- The drafting organization is responsible for cooperating with the Department of Science, Technology, and Environment to complete the dossier and the draft national standard based on the comments of the Appraisal Council, and to submit it to the Ministry of Science and Technology for appraisal (the number of dossiers submitted for appraisal is 10 sets); to receive, explain, and finalize the national standard based on the appraisal comments of the Ministry of Science and Technology, and to submit the draft dossier of the national standard to the Ministry of Science and Technology for publishing.

- In case of disagreement with the appraisal comments of the Ministry of Science and Technology, the drafting organization must report to the Minister of Culture, Sports and Tourism for an official written opinion, which will be sent to the Ministry of Science and Technology to report to the Prime Minister of the Government of Vietnam for review and decision.

Components of the draft dossier for appraisal and publishing national standards include:

- Official Dispatch of the Ministry of Culture, Sports and Tourism requesting appraisal of the draft national standard or publishing the national standard;- Decision assigning the task of implementing the project to develop national standards, accompanied by the project to develop national standards that has been approved;- Report on the process of drafting the national standard by the drafting organization;- Draft national standard that has been completed based on the appraisal or review comments (including the draft document and electronic file), accompanied by an explanatory note; a copy of the original documents used as a basis for developing the draft national standard; and other reference documents;- List of agencies, organizations, and individuals to whom the draft national standard was sent for comments; summary and explanation, and acceptance of feedback accompanied by the feedback documents;- Record of acceptance of the fundamental project for drafting the national standard and the document receiving acceptance comments;- Appraisal report and document accepting appraisal comments from the drafting organization;- Report on the appraisal results of the draft national standard by the Ministry of Science and Technology and the document accepting appraisal comments from the drafting organization (for publishing requests);- Other documents and materials related to the process of handling appraisal and review comments (if any).
