This is the main content stipulated in Circular 87/2011/TT-BQP guiding the implementation of the Scheme on training military officers of the commune-level military command at college and university levels in the field of grassroots military up to 2020 and the following years, according to Decision 799/QD-TTg issued by the Ministry of National Defense on June 27, 2011.

According to Article 2 of Circular 87/2011/TT-BQP, the subjects required to participate in the Training Scheme for military officers of the commune-level military command with college and university level in basic military include:
Commanders, Deputy Commanders of the commune-level military command who have not undergone training at the college or university level in basic military.
Other subjects in the planned source to be used as officials of the commune-level military command.
- Command officials, core militia soldiers or those who have completed the obligation to participate in core militia;
- Non-commissioned officers, military soldiers who have completed their compulsory service;
- Reserve officers who have not been assigned to reserve mobilization units;
- Officials, youth union members, party members working at the grassroots level.
Conditions for the above-mentioned subjects:
- Regarding health:
Recruit individuals with health classification 1, 2, 3 in terms of height and weight, and may consider health classification 4, 5, 6 according to regulations specified in Inter-ministerial Circular 14/2006/TTLT-BYT-BQP dated November 20, 2006, issued by the Ministry of Health and Ministry of Defense.
- Regarding age at the time of enrollment:
- Training from the source: not older than 31 years.
- Bridge training: From intermediate professional military level to college, from 22 to 45 years old; from college in basic military to university in basic military from 24 to 45 years old.
- Temporary dropout students, stipulated at point d, clause 1, Part IV, Article 1 of the Scheme, returning to continue studying, age as regulated in the 2 points mentioned above.
