According to Circular 25/2011/TT-BCT, the subjects to be monitored and inspected for the implementation of legislative documents in the field of industry and trade include: Organizations and individuals related to the inspection, handling, review, systematization, and monitoring of the implementation of legislative documents in the field of industry and trade in Vietnam.

Regarding the purpose of inspection, handling, review, systematization, and monitoring of the implementation of legislative documents:

- Detect unlawful content or content that is no longer appropriate in the documents to promptly suspend their implementation, amend, annul or abolish them, ensuring the constitutionality, legality, and uniformity of the legal system. Timely detect difficulties and obstacles to guide implementation or urge compliance with the legal provisions in the field of industry and trade.

- Recommend competent authorities to determine the responsibility of units and individuals who have issued documents with unlawful content for appropriate handling measures; propose competent authorities to amend, supplement, abolish, or annul unsuitable provisions or to issue new regulations to adjust.

Principles of inspection, handling, review, systematization, and monitoring of the implementation of legislative documents include:

- The inspection, handling, review, systematization, and monitoring of the implementation of legislative documents must be carried out regularly, promptly, objectively, accurately, and in conformity with the law.

- Ensure close and unified coordination between the focal unit of the Ministry on inspection, handling, review, systematization, and monitoring of the implementation of legislative documents with the drafting agency, related organizations, and individuals.
