Subjects of the national statistical survey on Production capacity of industrial products in Vietnam (Internet image)

Regarding this issue, LawNet would like to answer as follows:

On August 8, 2023, the Ministry of Industry and Trade issued Decision 2046/QD-BCT approving the tasks and funding for the implementation of the National Statistical Survey on the production capacity of industrial products in 2024.

Subjects of the national statistical survey on Production capacity of industrial products in Vietnam

Specifically, the subjects of the investigation are independent economic accounting enterprises, economic establishments directly under enterprises established and regulated by the Law on Enterprises engaged in industrial production and directly producing industrial products on the List of investigated products.

Enterprises and economic establishments affiliated with enterprises subject to investigation must ensure the following conditions:

- Having a production location identified in the territory of Vietnam;

- Having industrial production activities;

- Being directly producing products specified in the List of investigated products;

Specifically:

(1) The state-owned enterprise sector includes:

- One member limited liability company with 100% state capital;

- Joint stock company; limited liability companies with two or more members with state capital holding more than 50% of the charter capital.

- Government company.

(2) Non-state enterprise sector includes:

- Joint stock companies; limited liability companies with state capital less than or equal to 50%.

- Private enterprise.

- Partnerships.

- Private limited company.

- Joint stock companies without state capital.

(3) The foreign-invested enterprise sector includes:

- Enterprises with 100% foreign capital.

- Joint venture enterprises with foreign countries.

Note: In case an enterprise has many affiliated economic establishments whose locations are different from the province or city with the location of the head office of the enterprise, economic establishments in that province or city will be declared in that locality (When declaring data at the head office, enterprises must exclude establishments and branches located in other provinces and cities).

Contents of the national statistical survey on Production capacity of industrial products in Vietnam

The national statistical survey on the production capacity of industrial products includes the following contents:

(1) Information identifying the investigation unit

- Name of business/Economic establishment;

- Address; phone; fax; email;

- Type of business;

- Industry of production and business activities.

(2) Investment Value Indicator

Investment value is recorded at cost.

Investment value is recorded when the existing machinery, equipment, and production lines have been completed and put into production in 2022 and 2023 and are expected to be completed and put into production in 2024.

(Not including the value of investment in factories, structures, and infrastructure for indirect production and the value of investment in repairing or upgrading machinery, equipment, and production lines, but does not increase production capacity).

(3) Indicators: Production capacity according to design

- Production capacity: according to the design of the machine, the production line is available until December 31, 2022.

- Production capacity: according to the design of the machine, the production line is available until December 31, 2023.

- Expected production capacity according to the design of machines and production lines will be put into production by December 31, 2024.

(4) Actual production output indicator

- Actual production output of machines and production lines in 2022.

- Actual production output of machines and production lines in 2023.

- Estimated actual production output of machines and production lines in 2024 (corresponding to the designed production capacity of machines and production lines expected to be put into production).

National statistical survey method on Production capacity of industrial products in Vietnam

National statistical survey methods: Production capacity of industrial products includes:

- Direct survey: The enumerator directly interviewed the investigation unit to record in the information collection sheet Production capacity of industrial products.

- Indirect investigation:

+ The enumerator instructs enterprises and economic establishments affiliated to the enterprise on the method of recording information collection forms so that the units can record the information collection forms themselves and send them to the Department of Industry and Trade.

+ Enterprises and economic establishments affiliated with enterprises with information technology conditions (computers, internet connection,...) can access http://dieutrananglucsanxuat.moit.gov.vn or access the web portal of the Ministry of Industry and Trade. In the Statistics section, select "National inventory survey on industrial product production capacity", to download the form of information collection form on industrial product production capacity and write all information directly in the information collection form according to the instructions.

Then send the form to collect information on industrial product production capacity to the local Department of Industry and Trade.
