The regulations on the management and use of the Gratitude Fund of Vietnam issued together with Decree 45/2006/ND-CP stipulate the subjects mobilized to contribute to the Gratitude Fund of Vietnam for each level as follows:

1. The Gratitude Fund of Vietnam at the commune level mobilizes those who work or study in the area directly managed by the commune.

Subjects within the scope of mobilization and contribution to the central, provincial, and district Gratitude Fund of Vietnam are not within the scope of contribution to the commune-level Gratitude Fund of Vietnam.

2. The Gratitude Fund of Vietnam at the district level mobilizes:

- Those working at:

- State agencies, public service providers of the State, political organizations, socio-political organizations, socio-political-professional organizations, professional-social organizations, and social organizations at the district level;

- Military and police agencies at the district level;

- Enterprises of all economic sectors directly managed by district agencies.

- Enterprises located within the district area.

3. The Gratitude Fund of Vietnam at the provincial level mobilizes:

- Those working at:

- State agencies, public service providers of the State, political organizations, socio-political organizations, socio-political-professional organizations, professional-social organizations, and social organizations at the provincial level;

- Military and police agencies at the provincial level;

- Enterprises of all economic sectors managed by provincial agencies;

- Cultural, health, education, training, scientific, sports institutions, and other professional branches within the provincial area.

- Enterprises directly managed by the province.
