The Law on National Defense and Security Education 2013 stipulates that national defense and security education in vocational colleges and higher education institutions is a mandatory course.
National defense and security education is a subject providing learners with basic knowledge about the Communist Party's viewpoint, the government's policies, and State laws on national defense and security. The law allows certain individuals to be exempted from the national defense and security education, specifically the following subjects:
Individuals exempted from learning the subject of Defense Education and Security (GDQP&AN):
- Students with certificates of reserve officers or diplomas issued by military or police schools;- Students who already have a Defense Education and Security (GDQP&AN) certificate corresponding to their training level;- Students who are foreign nationals.
Individuals exempted from learning, exempted from parts of the subject, or contents in the Defense Education and Security (GDQP&AN) program include: Students with a certificate stating that they have achieved a score of 5 or higher out of 10 in the relevant parts or contents.
Individuals exempted from learning practical military skills contents:
- Students with disabilities with a disability certificate in accordance with the law concerning persons with disabilities;- Students who are not physically fit or suffer from illnesses that qualify for exemption from military service under current regulations;- Students who have completed military service or public security service.
Individuals allowed to postpone learning the subject of Defense Education and Security (GDQP&AN):
- Students who must temporarily stop studying for a long period due to health reasons and require treatment, must have a certification from the hospital where they are treated;- Female students who are pregnant or are on maternity leave under current regulations.
Directors and principals of educational institutions shall review and consider postponements for national defense and security education. After the postponement period, educational institutions will arrange for students to join appropriate classes to complete the program.
