the Government of Vietnam promulgates Decree 90/2016/ND-CP stipulating the treatment of opioid addiction with substitute medications.

According to Decree 90/2016/ND-CP, the registration for participation in opioid addiction treatment applies to the following subjects:

- Opioid addicts who voluntarily participate in opioid addiction treatment and commit to comply with opioid addiction treatment. For opioid addicts from six years old to under fifteen years old, opioid addiction treatment is only permitted with the written consent of their legal representative.- Students, inmates, detainees, and students of reformatories addicted to opioids before being placed under management in compulsory detoxification facilities, prisons, detention centers, compulsory education institutions, voluntary reformatories who participate in opioid addiction treatment and commit to comply with opioid addiction treatment.
