Circular 14/2018/TT-BCA was issued by the Ministry of Public Security on May 15, 2018, accompanied by regulations regarding individuals eligible for the issuance of Special Protection Certificates.

According to the provisions of Circular 14, Special Protection Certificates are issued to the following subjects:

- Commander and Deputy Commanders of the Command of Guard Forces, Ministry of Public Security; Director and Deputy Directors of the Directorate of Military Security Protection, Ministry of National Defense.- Commanders of units under the Command of Guard Forces, Ministry of Public Security, including: staff; protection of Communist Party and State leaders; protection of international guests, rallies, conferences; protection technology; Central Guard; Southern Guard.- Commanders of Guard units under the Directorate of Military Security Protection, Ministry of National Defense.- Close protection officers.- Officers of the Guard Forces directly performing guard duties under the orders of the Commander of the Command of Guard Forces, Director of the Directorate of Military Security Protection in case of emergencies.
